About this opportunity
Salt Lake County Contracts and Procurement, on behalf of the Mountain America Exposition Center, is requesting bids for removal and replacement of a large water softener system supplying all domestic water to the facility, with bids due August 5, 2026. A mandatory site visit is scheduled at 9575 State St, Sandy, Utah.
Bidders must have at least five years of experience providing water-softener services and equipment and must submit three current customer references using the same or similar equipment. Salt Lake County's preference system allows vendors to earn up to two preference points by meeting employment and benefits criteria: one point for providing a qualifying health benefit plan to covered employees throughout the contract term, and one point for demonstrating an active veteran recruitment and employment program with current veteran employment, a drug and alcohol testing policy with random testing for all covered employees, a federally or state-recognized job training program, and an OSHA-compliant or equivalent job safety program. Vendors must submit completed certification forms and supporting documentation at time of bid to qualify for any preference; failure to do so disregards the preference request.
The scope includes shutting down and draining the building water supply, demolishing and disposing of existing softener tanks and associated piping and valves, relocating overhead piping, installing new water softener supply manifolds and drain lines with new brine tanks, installing a 4-inch water manifold with 2-inch branch lines to three tanks with bypass and isolation valves, installing three GFCI-protected electrical outlets (via electrical subcontractor), softener startup and activation, restoring water to the building, and bleeding air from fixtures. The contractor must provide softener startup, freight, a one-year warranty covering all parts and labor (with option for additional months), a service agreement, onsite training at installation, and equipment manuals and operation materials. Prefabricated piping is required to minimize building water downtime to one day. Pricing must be submitted as a grand total including all shipping, handling, city permit and inspection fees, and service charges, on an FOB destination, freight prepaid basis.
The successful bidder will be the lowest responsive, responsible bidder. Required insurance includes workers' compensation and employer's liability as required by Utah law, commercial general liability of $1 million per occurrence with $2 million aggregate with the County as additional insured, and commercial automobile liability of $1 million per occurrence, all issued by carriers licensed in Utah and rated A- or better by A.M. Best or listed in the United States Treasury Department's current Listing of Approved Sureties. All vendors must certify compliance with federal, state, and local environmental laws and certify non-debarment for environmental non-compliance. Written questions are due before the specified question due date; bidders who state intent to bid will receive email notice of questions and amendments.
