About this opportunity
Salt Lake County Contracts and Procurement is requesting bids on electrolyte-replacement drink powders for the Salt Lake County Sheriff's Office Health Services under RFC SHE133132, with bids due September 8, 2026 and a virtual pre-bid conference on August 25, 2026 at 1:00 p.m. MT (contact Aaron Stone at AStone@saltlakecounty.gov). No set-asides or preferences are mandated, though bidders may earn up to one point on proposal scoring for each qualification under Salt Lake County's Employee Health Care Preference or Veterans and Companywide Hiring Preference systems if they submit required certifications.
The scope requires individually pre-measured powdered drink mix packets that yield exactly 5 gallons of finished product when mixed with water, requiring no staff measuring. Products must include at least two sugar-free flavor options, match labeled flavors with acceptable taste, and the County strongly discourages dyes or artificial colorants; products causing noticeable temporary discoloration of mouth, lips, urine, or feces will be rejected. Formulations should be comparable to industry standards such as Gatorade or PowerAde, with sugar-free options similar to PowerAde Zero (though sugar-free products need not match the exact vitamin profile). Bidders must submit complete nutrition labels and samples of all proposed flavors within one week of request.
Delivery is FOB Destination, Freight Pre-Paid to 3415 S. 900 West, Salt Lake City, UT 84119, within 7 working days of order placement. The estimated annual cost is $5,000 with no specified minimum or maximum purchase quantities. Pricing is submitted as per-unit costs with a percentage discount off list pricing; award goes to the lowest percentage-cost responsive, responsible bidder. Pricing remains firm for the first two years; thereafter, contractors may request increases supported by third-party market documentation, capped at 2.5% annually and occurring no more than once per year. The contract term is six years. Bidders must demonstrate at least three years of similar service experience, provide three commercial references with contact details and service history, and carry workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), and commercial automobile liability ($1 million per occurrence) insurance with the County named as additional insured. The contract is non-exclusive.
