About this opportunity

Salt Lake County Contracts and Procurement, on behalf of the Sheriff's Office, Animal Services, and Health Department, is soliciting bids for collection and disposal services of medical bio-hazardous waste, sharps waste, and animal carcasses through incineration at OSHA-approved facilities. The contractor must provide regularly scheduled pickups at seven locations including two jail facilities (Adult Detention Center Metro Jail and Oxbow Jail), six public health clinics, one employee clinic, one employee wellness program, and five public sharps kiosks, with frequencies ranging from weekly to every 12 weeks depending on location. Deliverables include 44-gallon containers, bags, ties, labels, and numbered containers for tracking, as well as Certificates of Disposal from qualified facilities for each pickup, with the contractor assuming responsibility for loading and unloading operations at all sites. The contractor must maintain all necessary licenses, registrations, and certifications for operations in Utah and Salt Lake County, including Waste Hauler permits from the Salt Lake County Health Department, and must demonstrate a minimum of three years of experience providing similar services with at least three completed commercial references. Pricing must be all-inclusive on an FOB Destination, Freight Pre-Paid basis with no allowable fuel surcharges, hazmat fees, container fees, overweight charges, or other ancillary fees, and evaluation will be based on the bidder's grand total from the pricing schedule with an estimated annual cost of $10,000. A virtual pre-bid conference is scheduled for May 19, 2026 at 1:00 PM, with bids due on June 2, 2026, and the contract term is six years from the date of execution with a 24-month price guarantee and maximum annual increases of three percent.

No specific set-aside designations for disadvantaged enterprises are identified in this solicitation; however, Salt Lake County's Preference System allows vendors to receive one additional point toward their proposal score if they provide employee health care benefits or meet Veterans and Companywide Hiring Preference requirements by demonstrating active veteran recruitment and employment, maintaining a drug and alcohol testing policy with random testing, providing a federally or state-recognized job training program, and maintaining an OSHA-compliant job safety program. All vendors must complete and submit environmental compliance practices certifications and non-debarment certifications confirming they have not been debarred, suspended, excluded, indicted, or convicted for environmental non-compliance or lack of business integrity within the past three years, and must certify that subcontractors provide the same written certifications. Vendors may request protected record status for sensitive business information under Utah's Government Records Access and Management Act (GRAMA) by submitting a Request for Protected Record form. Required insurance includes workers' compensation coverage, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence, with Salt Lake County named as an additional insured on applicable policies. The solicitation does not identify any incumbent vendors or existing infrastructure requiring integration, and the estimated annual cost is provided at $10,000 for informational purposes only, with the contract to be awarded to the lowest responsive and responsible bidder based on the grand total of the pricing schedule.
