About this opportunity

Salt Lake County, Utah is soliciting bids for removal and replacement of an ammonia condenser system at the Acord Ice Center under IFB PAR133709, with bids due September 9, 2026 and a pre-bid meeting and site visit held September 1, 2026.

The County requires bidders to demonstrate substantial ice rink refrigeration system experience. The Contractor Responsibility Questionnaire mandates that all prospective contractors confirm completion of a minimum of five ammonia refrigeration systems serving ice rinks within the past five years, maintain OSHA recordable incident rates at or below Utah industry averages, provide evidence of prior construction projects without liquidated damages assessments, possess qualified key personnel experienced with ammonia refrigeration systems, and hold all required contractor licenses including B-100, S350, and S410 certifications where applicable. Contractors must also certify their ability to procure and deliver specified equipment within twenty-two weeks of the Notice to Proceed and complete full procurement, delivery, installation, connection, and startup within 184 days.

The project encompasses demolition of the existing evaporative condenser from the refrigeration room, relocation of a new condenser unit to the exterior mechanical yard, structural support installation and concrete foundation work (10 feet by 5 feet by 18 inches), refrigeration piping modifications, electrical and controls integration including Variable Frequency Drives and disconnect units rated NEMA 3R, and abandonment of an underground dilution tank vault with flowable concrete fill. The work must comply with the 2021 International Building Code, 2024 International Mechanical Code, 2024 International Electrical Code, and Seismic Design Category D standards. Special inspections and nondestructive testing of structural steel welds and bolted connections are required.

Payment terms are 95 percent of incurred costs monthly with 5 percent retainage until final completion and acceptance. Contractors must furnish performance and payment bonds each equal to 100 percent of the bid price, carry general liability insurance of not less than $4 million per occurrence, and maintain builder's risk insurance at 100 percent of contract price with a maximum $150,000 deductible. For projects exceeding $3 million, a minimum of 10 percent apprentice labor hours within each trade is mandated. All first-tier subcontractors must be submitted within 24 hours of request. The contract includes a one-year warranty period from final acceptance. Liquidated damages apply for failure to meet schedule deadlines, with compensable delays calculated at a formula of 0.05 times the daily contract rate.
