About this opportunity

Salt Lake County Human Resources is soliciting proposals for an applicant management software solution under RFP HR132857, with proposals due October 14, 2026 at 1:00 p.m. via the Utah Public Procurement Place. Amendment No. 1 revised the evaluation weighting to emphasize program quality: the program proposal now accounts for 80% of total score while pricing accounts for 20%, elevated from the original 65/35 split.

The scope requires a SaaS-based job applicant tracking system with electronic signature capability, mobile application with candidate notifications, and customizable division-to-department workflows. The solution must integrate with PeopleSoft, convert data from the existing iCIMS system, include pre-screening with elimination questions, comprehensive EEO-compliant reporting, and robust security features.

The resulting contract will be effective October 26, 2027 with a six-year term, comprising a four-to-six-month implementation period with go-live no later than October 2027. Pricing must be guaranteed for 24 months; price adjustments thereafter are limited to 3% annually or linked to an independent index, subject to County approval. Proposers must submit itemized implementation costs (data conversion, customization, training), hardware and software costs, and annual maintenance and support fees.

Evaluation criteria weight team qualifications and relevant experience at 10%, functional criteria meeting minimum requirements at 40%, management capacity and approach at 20%, risk and risk mitigation at 5%, and social responsibility at 5%. The County reserves the right to adjust scoring through a preference system for Employee Health Care, Veterans, and Companywide Hiring Practices. Proposers must provide three governmental references, demonstrate financial stability, and submit comprehensive project plans including communication, resource, and quality assurance details. Insurance requirements include Workers' Compensation, Commercial General Liability ($500,000 per occurrence / $1 million aggregate), Professional Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($500,000 combined single limit), and Cyber Liability ($1 million per loss).

The pre-proposal WebEx meeting is scheduled for September 23, 2026 at 9:00 a.m. Questions are due September 30, 2026 at 1:00 p.m. Proposer demonstrations are tentatively scheduled for November 4, 2026, with a selection committee meeting tentatively scheduled for October 21, 2026.
