About this file

This document is Amendment No. 1 to a Request for Proposals (RFP) issued by Salt Lake County, Utah, on behalf of the Human Resources department for an Applicant Management Software Solution (RFP # HR132857). The original RFP closing date was September 16, 2026. Salt Lake County is seeking proposals from qualified firms to provide a comprehensive job applicant tracking solution that will facilitate improved relations between recruiters, hiring managers, and candidates while streamlining requisition creation, approval processes, and hire quality. The desired solution must include electronic signature capabilities, a mobile application, mobile candidate notifications, and customizable division-to-department workflows to create an efficient and cost-effective hiring process.

Amendment No. 1 revises the evaluation and scoring criteria for proposal evaluation. The program proposal component will now account for 80 percent of the total score, while the pricing proposal will account for 20 percent, together comprising 100 percent of the overall evaluation. This represents a change from the original scoring allocation, elevating the weight given to program proposal quality relative to pricing considerations.
