About this opportunity

Salt Lake County is soliciting proposals from qualified general contractors for the Midvale Campus Renovation under a two-stage selection process (RFQ Stage 1), with proposals due September 23, 2026 and question deadline September 16, 2026. Stage 1 will short-list 2–5 contractors to advance to Stage 2 competitive bidding; the ultimate award will be made to the lowest responsible and responsive bidder.

The scope involves renovation of approximately 250,000 square feet within an existing three-level building to serve as the County's new main government center. Work includes reconfiguration of office and workspace layouts; construction of a two-level central nucleus with public-facing services and centralized public service center on the first level; significant modifications to electrical and data systems; limited structural modifications to post-tensioned concrete; construction of a new secured parking structure accommodating more than 40 vehicles; and improvements to existing parking areas. The project site is located within the Midvale Slag Superfund site, a reclaimed area containing an existing environmental cap over contaminated material, which contractors must acknowledge understanding before beginning work.

Contractors must hold Utah B100 General Building Contractor licenses and demonstrate bonding capacity from a surety rated A– or better by A.M. Best. Required qualifications include completion of at least one project exceeding $30 million within the past five to seven years, with demonstrated experience in office buildings, complex tenant improvements, systems renovations, parking structures, and contaminated site work. Key personnel must include a Project Manager and Project Superintendent, each with at least ten years of experience on comparable projects.

Evaluation criteria (15-page maximum proposal): responsiveness to the RFQ (10%), experience and references (30%), construction project team qualifications (30%), and overall project approach and management plan (30%). Insurance requirements include General Liability ($5 million), Automobile Liability ($10 million), Workers' Compensation statutory/$1 million employers liability, Contractors Professional Liability ($5 million), and Environmental/Pollution Liability ($10 million). Proposals must remain firm for 60 days. The anticipated project duration is 12 months from Notice to Proceed (expected January 2027), followed by a one-year warranty period. Stage 2 bid documents are anticipated between mid-October and mid-November 2026. Eight contractors submitted Stage 1 proposals.
