About this opportunity
Salt Lake County, Utah is requesting bids on HVAC upgrades to the Emergency Coordination Center server room under project FAC133003, with bids due September 8, 2026, and a pre-bid meeting held August 25, 2026. Amendment 1 was issued August 26, 2026.
Bidders must be registered contractors in Utah holding a minimum B-100 license from the Utah State Department of Commerce. A mandatory site visit is required prior to bid submission. All subcontractors must hold appropriate state licenses and be submitted within 24 hours of County request. The contractor must complete a Contractor Responsibility Questionnaire affirming relevant HVAC/mechanical project experience, OSHA recordable incident history, project completion without liquidated damages, prior government and commercial work, and three project references from comparable work within the last five years. AWS D1.1 structural welding certification is required for steel work.
The scope includes removal of existing Computer Room Air Conditioner units and installation of new Computer Room Units and Air Cooled Condensing Units to provide redundant server-room cooling capacity. Work encompasses mechanical HVAC installation, refrigeration and condensate piping, ductwork modifications, Building Automation System integration via BACnet, humidification assembly, and electrical work including new power distribution, disconnect switches, and fire alarm integration. Three alternates are offered: Alternate 1 replaces an existing unit in the electrical/UPS room; Alternate 2 adds a CRU-2.2 unit; Alternate 3 adds a CRU-1.4 unit. Critical requirement: servers must remain operational throughout construction with no power disconnections, requiring advance coordination and potential after-hours scheduling. Site location is 3380 South 900 West, South Salt Lake, Utah 84119.
Contract term is 300 calendar days from Notice to Proceed. Liquidated damages are $1,000 per calendar day for delays, including delays from COVID-19, materials shortages, and supply-chain issues. Payment and performance bonds are each 100 percent of bid value, due within ten days of award. General liability insurance minimum is $4,000,000 per occurrence; builder's risk equals 100 percent of contract price with maximum deductible of $150,000. If the project exceeds $3 million, apprenticeship utilization (minimum 10 percent apprentice labor hours per trade) and construction procurement minimum standards apply. Bids must remain valid for 60 days after opening. Award will be made to the lowest responsive and responsible bidder based on lowest combination of base bid and prioritized alternates.
