About this opportunity

Salt Lake County's Office of Homelessness and Criminal Justice Reform, acting on behalf of the Salt Lake Valley Coalition to End Homelessness (SLVCEH), is seeking qualified consultants or firms to facilitate and document the next phase of the Youth Homelessness Demonstration Program (YHDP) and Collaborative Community Plan (CCP). The selected consultant will conduct focus group interviews with key stakeholders, including Youth Action Board members, CoC/YHDP leadership, VOA, and government partners to assess community progress toward CCP goals and identify emerging priorities and gaps. Specific deliverables include a focus group findings report comparing results to Year 1 focus groups, facilitation notes from YAB and CoC discussions, a written action plan for 3-6 month priority areas, transparent visual tracking tools connecting partner efforts to CCP progress, and presentations of findings to relevant county teams and task groups. Proposals must be submitted through the Utah Public Procurement Place (U3P) by the posted deadline, with questions due prior to the specified cut-off. The evaluation criteria include Relevant Experience (40%), Project Approach (40%), and Proposed Cost (20%), with mandatory requirements that proposers have demonstrated experience working on a YHDP grant, conducting focus groups, and engaging with youth with lived experience.

The procurement allows for potential preference points through an Employee Health Care Preference and a Veterans and Companywide Hiring Preference, with vendors able to earn one point per qualifying category. The project is funded at $21,000, with a maximum contract cap of $50,000 if additional funding becomes available. Proposers must indicate how they would execute the project within the current budget and may present an alternative fee proposal should supplemental funding materialize. All costs, including reimbursable travel, phone, and project printing, must be included within the budgeted amount. Progress payments may be submitted monthly for completed work, with final payment upon submission of all deliverables. The contract is anticipated to begin upon award in January 2026, with completion of all deliverables required by April 10, 2026. Vendors must comply with environmental regulations and provide certifications regarding their business integrity and compliance with federal, state, and local requirements.
