Deliverables include a project work plan and timeline, stakeholder engagement plan, initial assessment summary, stakeholder feedback report, facilitation materials, draft and final strategic plans, and a Year 1 implementation roadmap. The contract is a one-time service agreement with an anticipated start upon award in June 2026 and completion by December 1, 2026.

The total contract amount shall not exceed $100,000, with payments made monthly based on accumulated work hours submitted by month-end. No price adjustments are permitted after execution. Evaluation is weighted as Relevant Experience (45%), Project Approach (45%), and Proposed Cost (10%). Required insurance includes workers' compensation as required by Utah State, commercial general liability of $500,000 per occurrence/$1,000,000 aggregate, professional liability of $1,000,000 per occurrence/$2,000,000 aggregate, and commercial automobile liability of $100,000 per person/$300,000 per accident or $500,000 combined single limit, unless the contractor certifies no vehicle operations will occur. Questions are due June 3, 2026 at 1:00 PM. Committee meetings are scheduled for June 10, 2026, with potential consultant interviews on June 15, 2026.
