About this opportunity

Salt Lake Community College is soliciting bids under Invitation for Bid project SLCC2026-W1029 for utility mapping and subsurface utility detection across its Redwood, South City, Larry H. Miller, and Jordan campuses, with a mandatory pre-bid meeting on November 11, 2026 and bids due December 17, 2026. Bidders must attend the pre-bid meeting, held at 10:00 a.m. via Microsoft Teams, and each bid must include a bid bond equal to five percent of the bid amount, payable to Salt Lake Community College on AIA Document A310-2010 or equivalent. A bid without the bond is nonresponsive. Contractors must comply with Utah state license laws.

The scope covers investigating, surveying, and mapping existing electrical distribution, culinary water, irrigation water mainlines, sanitary sewer, storm drainage, natural gas, telephone and communications, steam, and utility tunnels. Work includes electromagnetic and ground-penetrating radar detection, survey control verification, records review, and utility information quality assessment to ASCE 38-22 Quality Level A. Deliverables are coordinated utility maps in PDF and editable AutoCAD format, where Civil 3D-dependent files are not acceptable, plus ARCGIS datasets. Work must follow SLCC Design & Construction Standards Version 2026.00. Facilities access is limited to 7:00 a.m. to 5:30 p.m. Monday through Friday unless otherwise approved, and occupied-facility work must accommodate finals weeks. Pricing covers ten line items, including shared mobilization and project management costs.

The construction cost estimate is $230,000. Performance and payment bonds are not required. The apparent two low bidders must provide a subcontractor list within 24 hours of request for subcontracts exceeding $2,000. Award goes to the lowest responsive and responsible bidder based on the lowest combination of base bid and acceptable alternates, provided the bid is reasonable and in SLCC's best interest. Bidders must certify non-debarment and non-participation in boycotts of the State of Israel.

Questions are due December 3, 2026 at 2:00 p.m. Electronic bids must be submitted through the U3P website by 2:00 p.m. on December 17, 2026, and late submissions will not be accepted. Contract award is anticipated December 22, 2026. Pricing must remain firm for ninety days from the close date.
