Salt Lake Community College (SLCC) is issuing an Invitation for Bid (IFB) to procure comprehensive preventive maintenance, inspection, and testing services for medium-voltage electrical infrastructure at the Taylorsville Redwood Campus located at 4600 S. Redwood Road, Taylorsville, Utah. The procurement seeks qualified and licensed medium-voltage electrical contractors to perform detailed maintenance and testing on approximately 40 pieces of equipment across twelve campus buildings and facilities, including vacuum switches, SF6 switches, pad-mounted transformers (ranging from 167 kVA to 2500 kVA), dry-type transformers, load break switches, and feeder relays. The scope of work encompasses visual inspections, cleaning of porcelain components, lubrication of auxiliary motors, connection tightening, mechanism adjustments, contact cleaning or replacement, and comprehensive specialized testing including insulation resistance tests, power factor tests, insulating oil neutralization tests, dielectric strength tests, turns ratio tests, core-to-ground insulation resistance tests, and DC high potential tests. Mandatory minimum qualifications for responding contractors include a valid electrical contractor license for medium-voltage work, minimum ten years of medium-voltage experience, minimum five years of substation maintenance experience, NETA testing certification, medium-voltage termination certifications, equipotential grounding training, lineman-approved training certificate, training in rescue of persons working with medium voltage, and a testing program for medium-voltage tools, PPE, and equipment. All work must comply with NETA ATS/MTS, NFPA 70E, IEEE standards, manufacturer specifications, and SLCC's internal safety standards, with completion required within 45 days following contract award. Bids must be submitted electronically through Utah Public Procurement Place (U3P) at utah.bonfirehub.com by 2:00 PM on Wednesday, May 27, 2026, with questions due by 2:00 PM on Thursday, May 21, 2026. Award will be made to the lowest responsive and responsible vendor meeting all mandatory requirements, with evaluation criteria including company qualifications, pricing, schedule, and warranty and support offerings.
The procurement documents do not indicate any set-aside designations for disadvantaged enterprises or restrictions limiting organizational eligibility beyond the stated licensing and experience requirements. No incumbent vendors or current contractors are identified in the solicitation materials provided. Contractors must comply with all applicable federal and state laws, participate in the Status Verification System (E-verify) for new employees, carry commercial general liability insurance with minimum limits of one million dollars per occurrence and three million dollars aggregate, and maintain workers' compensation insurance with proof of coverage due within thirty days of contract award. Contractors must certify they are not debarred from federal contracting, do not have outstanding tax liens issued by the Utah State Tax Commission, and, if the contract exceeds $100,000, are not engaged in economic boycotts as defined by Utah Statute 63G-27-102. Pricing must be guaranteed for ninety days from the close date, with payment terms specified as net thirty days from invoice following delivery, and all transportation and handling charges to be paid by the contractor on an F.O.B. destination basis. The procurement documents do not provide a specific budget range or estimated award value, though the contract will be awarded to a single vendor based on lowest responsive and responsible bid pricing.
