About this opportunity
The Melbourne Airport Authority (MAA) is issuing a lump sum contract Request for Bids (RFB20260130-01) for the replacement of a damaged atrium skylight in the main terminal building at Melbourne Orlando International Airport. The project scope encompasses demolition and replacement of approximately 4,055 gross square feet of translucent Kalwall roof and wall panel assemblies, installation of new structural steel framing (HSS tubes, angles, and plates), removal of associated gypsum wallboard and metal stud framing, exposure and fire-rating of existing structural truss girders with intumescent paint, and installation of new three-layer gypsum wallboard assemblies with batt and rigid insulation. The successful bidder must provide value engineering, comprehensive scheduling, permitting coordination, subcontractor bidding and contracting, work supervision, document control of all submittals and Requests for Information, inspection coordination, commissioning, training, and project close-out. The project must be completed while the airport remains operational, requiring the bidder to maintain pedestrian traffic, coordinate with airport operations and concurrent contractors (including in-line baggage handling, fire sprinkler, and terminal finishes projects), and provide maximum support to airport operations during specified hours. Critical dates include a non-mandatory pre-bid meeting on February 12, 2026, at 11:00 AM; mandatory site visits available between February 12 and March 3, 2026 (Tuesdays, Thursdays, and Wednesdays only, with 24-hour advance notice required); a bid submission deadline of March 10, 2026, at 2:00 PM EDT to the second floor Executive offices receptionist; and a project start date of approximately March 26, 2026, with substantial completion required within 27 weeks (approximately October 1, 2026). The design is prepared in accordance with the 2024 Florida Building Code and includes structural elements designed for 160 mph ultimate wind speeds with ASTM and AWS compliance requirements for all structural steel and welding work.
This is a federally funded project subject to Davis-Bacon wage rate requirements, and bidders must submit a bid bond at proposal submission. The City of Melbourne will issue the building permit, with MAA covering all permit costs directly, so contractors should not include permitting expenses in their bids. A Public Construction Bond (Payment and Performance) is required upon contract award, with liquidated damages assessed at $1,000 per day for schedule non-compliance. Bidders must comply with extensive submission requirements including proof of agent authority, non-collusion certifications, tax delinquency and felony conviction declarations, public entity crimes statement, debarment certification, conflict of interest disclosure, certificate of current capacity, work opportunity tax credit certification, E-Verify certificate, contractor license documentation, and a detailed list of subcontractors and suppliers. The project budget is $1,000,000, and contractors must obtain airport badging at no cost while maintaining overall job safety and traffic management standards. While no specific set-aside designations for disadvantaged enterprises are explicitly stated in the available documentation, all bidders must demonstrate compliance with federal wage requirements and contractor licensing standards applicable to Florida construction projects.
