About this file

This is Addendum 1 to a Request for Bids (RFB20260130-01) issued by the Melbourne Airport Authority (MAA) in Melbourne, Florida, for a Skylight Replacement Project at the Melbourne Orlando International Airport. The project involves replacing an atrium skylight in the main terminal building that was damaged by hurricanes. Bidders are required to attend a non-mandatory pre-bid meeting held on Thursday, February 12, 2026, at 11:00 AM, though a mandatory site visit must be arranged at least 24 hours in advance between February 12 and March 3, 2026, on Tuesdays, Wednesdays, or Thursdays only. Proposals are due Tuesday, March 10, 2026, at 2:00 PM EDT and must be submitted to the receptionist on the second floor of the Executive offices. The project is scheduled to start on or around March 26, 2026, with substantial completion required 27 weeks after Notice to Proceed, approximately October 1, 2026. Addendum 1 clarifies that Kalwall is the basis of design and bid, though alternate products may be reviewed and approved by the designer, and that polycarbonate pyramid skylights and curved Kalwall at the baggage claim area may have optional replacements considered.

The project has a budget of $1,000,000 and is structured as a lump sum contract with a bid bond required at submission. This is a federally funded project subject to Davis-Bacon wage rates. A Public Construction Bond (Payment and Performance) is required upon award, and liquidated damages are assessed at $1,000 per day. Bidders must submit numerous required documents including proof of agent's authority, non-collusion certifications, tax delinquency and felony conviction declarations, public entity crimes statement, debarment certification, conflict of interest disclosure, certificate of current capacity, work opportunity tax credit certification, E-Verify certificate, contractor license copy, and a list of subcontractors and suppliers. The City of Melbourne will issue the building permit, and permit costs should not be included in bids as MAA will pay permit costs directly. Contractors must obtain airport badging at no cost, comply with Davis-Bacon rates, maintain overall job safety and traffic management requirements, and coordinate with concurrent construction projects including an in-line baggage handling facility, fire sprinkler installation, and main terminal finishes upgrades.
