About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Defense, Veterans and Emergency Management - Military Bureau, is soliciting competitive quotations for custodial and janitorial services at the Skowhegan Armory located at 9 North Armory Drive, Skowhegan, Maine (RFQ 15A260313-0227). The scope of work encompasses comprehensive custodial services for approximately 5,821 square feet at the main facility and 5,870 square feet at the Drill Hall, including daily and weekly restroom cleaning, carpet vacuuming and shampooing, floor maintenance across multiple surface types (vinyl composite tile, ceramic tile, concrete, and rubber), trash and recycling management, equipment sanitization, and specialized maintenance tasks performed quarterly, semi-annually, and annually. Contractors must furnish all necessary supplies and equipment including paper towels, toilet paper, trash bags, liquid bathroom soap, urinal tablets, and PFAS-free shower curtains, with specified recycled content minimums, and must maintain Safety Data Sheets for all chemical products on-site. Required qualifications include procurement and maintenance of minimum insurance coverage including Workers' Compensation, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence, as well as completion of federal background checks for all personnel. The State will evaluate bids on a best value basis, awarding to the certified Work Center with the most advantageous bid provided costs are determined fair and reasonable; key deadlines include a mandatory pre-bid facility walk-through at 9:00 a.m. on Tuesday, March 24, 2026 (with required coordination by noon on March 20, 2026 by contacting David Keith at 207-430-6358), submission of questions by March 27, 2026 at 12:00 p.m., and quotation submission by 4:00 p.m. Eastern Standard Time on March 31, 2026 through the State's Advantage Vendor Self Service (VSS) system using the provided FMS5 RFQ Custodial Breakdown Bid Worksheet in Excel format.
This procurement is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, and non-Work Center organizations are ineligible to bid. The initial contract period runs from May 1, 2026, through April 30, 2027, with two optional renewal periods extending the potential contract to May 1, 2029, through April 30, 2031, for a total possible five-year term. Work must be performed during facility operating hours of 7:30 a.m. to 4:00 p.m. daily, with exact hours to be negotiated post-award, and contractor performance will be evaluated monthly using a four-point rating scale (Excellent, Good/Meets Expectations, Needs Improvement, and Not Applicable), with poor performance designations resulting from four or more negative responses or substandard ratings triggering potential contract termination after thirty days' notice if deficiencies are not corrected within two weeks. The solicitation documents do not specify an incumbent contractor or budget range; pricing must be submitted in the standardized breakdown worksheet with separate line items for daily/weekly/monthly tasks (multiplied by 12 for annual cost), quarterly tasks (multiplied by 4), semi-annual tasks (multiplied by 2), annual tasks, and an hourly rate for special event cleaning services, with the automatic calculation formulas generating yearly totals and the cumulative five-year contract value for evaluation purposes.
