About this opportunity

Collin County, Texas is requesting bids on signs, sign materials, and hardware under IFB #2026-303, with bids due July 16, 2026 at 2:00 p.m. and questions due July 7, 2026. All products must meet or exceed standards set forth in the Texas Manual on Uniform Traffic Control Devices (TMUTCD) in its latest edition and Texas Department of Transportation (TxDOT) specifications.

The solicitation encompasses seven product sections: reflective Collin County road sign faces, pre-fabricated signs, special signs, sign faces, anodized aluminum blanks, sign sheeting, and hardware components including posts, brackets, and delineators. Vendors must complete a Conflict of Interest Questionnaire (Form CIQ) and a Recycled Material Content Questionnaire and Affidavit disclosing the percentage of recovered and post-consumer material content in products; the county reserves the right to audit supplier files to confirm ongoing compliance with recycled material requirements throughout the contract term.

The estimated annual contract value is $160,000, though actual expenditures vary based on usage as commodities are ordered on an as-needed basis. The contract term is one year from award with three optional one-year renewals subject to mutual approval. All deliveries must occur within thirty days of order receipt, FOB inside delivery to Collin County designated locations, with all delivery and freight charges included in bid price. Pricing is fixed for the first twelve months; price redetermination is permitted annually thereafter based on documented cost adjustments or Producer Price Index fluctuations for metals and aluminum products.

Vendors must provide certificates of insurance covering commercial general liability, workers' compensation, and commercial automobile liability prior to commencing work. The county reserves the right to award by line item, category, or in whole, and to make primary and secondary awards. Award shall be made not more than ninety days after bid opening.
