About this opportunity

Collin County, Texas is soliciting bids under IFB #2026-404 for subsurface water intrusion repairs at the Collin County Sheriff's Office (CCSO) facility, with mandatory pre-bid meetings and site walks on November 2, 2026, and bids due December 3, 2026.

The scope is selective demolition and restoration at the inset entrance to expose the foundation wall, structural slab, and storefront interface, followed by installation of sheet waterproofing, protection course, flashing, and sealants integrated with the existing building enclosure. Work includes removal and replacement of brick masonry, topping slab, and sidewalk as required, repair of the masonry, topping slab, and storefront system as required, and final site restoration with grading for positive drainage. The project combines waterproofing and structural modifications, and the engineer will assess field conditions once the structural phase starts to determine exact repairs.

The probable construction cost is $200,000, plus a $100,000 not-to-exceed allowance for unknown conditions discovered after selective demolition. Bidders are not required to add the allowance because it will be automatically included. Prevailing wage rates as determined by the Department of Labor apply to all workers. Bids must use the forms provided, with separate line items for the contract grand total, waterproofing material and labor, and structural material and labor. Bid security of 5% of the total bid amount is required in the form of a certified check, cashier's check, or bid bond, and the original bid bond is due by close of business on the third working day after opening. The apparent low bidder must submit a Contractor's Qualification Statement within seven calendar days after opening. Performance, payment, and two-year maintenance bonds at 100% of the contract price (maintenance bond at 10%) are due within 10 consecutive calendar days of award. Work begins within 10 consecutive calendar days after the Notice to Proceed and must be completed within the duration stated in the bid. Award is anticipated within 90 consecutive calendar days after bid opening. Pricing excludes taxes, as Collin County is exempt from state and federal sales taxes. The contract is governed by Texas law and performed in Collin County.

Pre-bid meetings and site walks are held November 2, 2026 at 10:30 a.m. and November 5, 2026 at 1:30 p.m., both at the Collin County Justice Center, 4300 Community Ave., McKinney, Texas 75071. Questions and substitution requests are due November 13, 2026 at 5:00 p.m. Bids open publicly at 2:00 p.m. on December 3, 2026, at the Collin County Purchasing Department, 2300 Bloomdale Road, Suite 3160, McKinney, Texas 75071.
