About this opportunity

The University of Texas at MD Anderson Cancer Center is requesting proposals for comprehensive shuttle bus services at its Houston campus and Texas Medical Center locations under FAC-01341-RFP, with proposals due March 12, 2026 and a pre-bid walkthrough on February 18, 2026 at 10:00 a.m. CST at Mid-Campus Building 1 (7007 Bertner Avenue).

The contractor will operate five fixed routes (Patient, Research, Administrative, Direct North, and Campus Connect) plus on-demand shuttle service, Monday through Friday excluding MD Anderson holidays. The scope requires a minimum of 16 new propane-powered transit-style shuttle buses (model year 2025 or newer) — at least four 30-passenger and the remainder 20-passenger capacity, all same make and model. All vehicles must be ADA-compliant with GPS tracking and passenger counting systems. The contractor supplies all personnel including drivers, mechanics, dispatchers, supervisors, and an on-site manager with at least three years of shuttle program management experience plus at least one assistant manager. Drivers must hold a current Texas Class B Commercial Driver's License with passenger endorsement, maintain an accident-free record for two years with no more than two traffic citations, and complete wheelchair lift operation and biohazard awareness training. The contractor operates from the Pawnee Warehouse (3000 Pawnee) with propane fueling and parking on-site and employee parking available at $53 per month.

MD Anderson projects approximately 49,196 annual service hours, though actual hours may vary at the institution's discretion. Compensation is an hourly rate per bus in operation (specified in Rider 102) verified by GPS reports, plus 100% fuel reimbursement based on actual consumption. The fee schedule incorporates performance adjustments including $200 monthly deductions for headway compliance below 95%, deductions equal to hourly rate multiplied by service interruption hours, $100 per HVAC failure incident, $200 for environmental violations, and escalating penalties up to $500 per occurrence for customer service complaints. Contractors must maintain spare vehicles deployable within one hour of removal and perform preventive maintenance on approved schedules with $200 monthly deductions for missed intervals. Performance monitoring includes quarterly reviews, mystery shopper evaluations, and GPS-based compliance metrics.
