About this opportunity

The State of West Virginia, through the Department of Health and Human Resources on behalf of William R. Sharpe, Jr. Hospital in Weston, is soliciting sealed bids for a shower remodel project in Lewis County. The procurement involves the installation of 80 seamless white wall surround units measuring 7.5 by 11 feet, including labor to wrap return walls around existing fixture plates and the removal and reinstallation of security bars in 13 handicap-accessible units. Deliverables include complete material and labor for the installation of the seamless wall units, all necessary work permits and associated fees, and a five-year warranty on both materials and labor. Qualified vendors must hold a valid West Virginia Contractor's License, provide proof of workers' compensation insurance, furnish performance bonds, labor/material payment bonds, and a two-year maintenance bond each in the amount of 100 percent of contract value, and maintain Commercial General Liability and Automobile Liability Insurance of at least $1,000,000 per occurrence with the State listed as an additional insured. A mandatory pre-bid meeting must be attended by all vendors submitting bids, with failure to attend resulting in automatic disqualification. The bid opening and interest submission deadline is April 15, 2026, at 1:30 PM EST, with the contract term set for 300 days from the vendor's receipt of the notice to proceed. Inquiries should be directed to Roberta A. Wagner at 304-558-0437 or roberta.a.wagner@wv.gov, and qualified vendor submissions should be sent to Catherine E. Stephenson at Catherine.E.Stephenson@wv.gov with a copy to Bryan D. Rosen at Bryan.D.Rosen@wv.gov.

This procurement is structured to accommodate both state-level procurement with applicable vendor preferences and county/local procurement without vendor preferences, with the potential for contracts to be combined into a single award if the same bidder prevails in both evaluations. Vendors willing to extend their contracts to federal funds procurement must comply with extensive federal requirements under 2 C.F.R. 200.317-200.327, including minority business and women's business enterprise utilization, domestic preference for U.S.-produced goods, Davis-Bacon wage rates for construction work exceeding $2,000, debarment and suspension verification through the System for Award Management (SAM), and Byrd Anti-Lobbying certifications for awards exceeding $100,000. The vendor quote provided by Bath Fitter establishes a total contract price of $237,200.00, calculated at $2,965.00 per unit, with a 20 percent deposit of $47,440 required prior to materials being ordered; invoicing occurs for every 15 units installed or completed on a net 30-day payment basis, with a 5 percent penalty applied to invoices unpaid after 45 days and 10 percent per annum interest on unpaid amounts beyond 30 days. The contract excludes consequential and incidental damages, and the contractor is not responsible for ADA compliance, materials damaged through misuse, asbestos abatement, plumbing repairs, or pre-existing structural failures, with unforeseen repairs to existing walls during installation billed at $38.00 per hour plus materials.
