About this opportunity
Dane County, Wisconsin is requesting proposals for Short Term/Long Term Disability and Long Term Disability Only insurance services with proposals due November 6, 2026 at 2:00 p.m., a question deadline of October 23, 2026, and an intended contract commencement of May 1, 2027.
The County seeks both STD/LTD combo and LTD-only plan options to cover approximately 2,600 employees, six elected officials, a 37-member County Board, and 13 quasi-governmental employees. The incumbent carrier is The Standard. Proposers must offer coverage with an "Own Job" definition of disability for the first 12 months, transitioning to any-occupation thereafter, and must comply with the County's existing policy framework documented across multiple group policy instruments. Eligible employees include regular full-time staff working at least 20 hours weekly after completing a six-month eligibility waiting period; temporary, seasonal, and leased employees are excluded.
Pricing must be submitted on a per-$10-of-weekly-benefit basis for STD/LTD and per-$100-of-covered-payroll basis for LTD-only plans. The County is accepting either a three-year guaranteed-rate contract with optional annual renewals through April 30, 2032, or a five-year fixed-rate contract. Proposers must specify maximum percentage increases for optional renewal periods. Current claims experience shows STD earned premiums of $688,036 and LTD premiums of $823,165 for the most recent policy year (May 2025–August 2026), with a 46% loss ratio for STD and 73% for LTD.
Vendors must be licensed in Wisconsin, maintain Commercial General Liability insurance of at least $1,000,000, provide employee booklets and toll-free support, accept self-billing and open enrollment at renewal, supply detailed claims data and GASB 45 compliance documentation, and meet federal and state regulatory and data privacy requirements. Top two proposers will present to the Insurance Advisory Committee on December 2, 2026, with contract negotiation scheduled January through February 2027. The Dane County Purchasing Division is the sole point of contact for the RFP process.
