About this opportunity
Seminole County is seeking a comprehensive Short-Term Vacation Rental (STR) Compliance Services contractor to manage approximately 300+ vacation rentals within unincorporated areas. The procurement aims to provide a "turnkey" service encompassing address identification, online registration, compliance monitoring, enforcement, and community outreach, strictly adhering to Land Development Code Chapter 30, Part 70. Key deliverables include establishing a 24/7 neighbor complaint hotline, coordinating with the Sheriff's Office and Code Enforcement, and generating monthly analytical reports. The evaluation criteria will weight proposals based on project understanding (40%), qualifications and related experience (30%), and fee structure (30%). The Request for Proposal was released on August 25, 2023, with questions due by September 20, 2023, and proposal submissions required by September 27, 2023, at 2:00 pm. The initial contract term is one year, with potential extensions up to five years, contingent on Board of County Commissioners approval for fiscal year 2023/2024.
The solicitation offers three pricing options for potential bidders: Option 1 with fixed annual costs, Option 2A proposing a percentage retainage of registration fees, and Option 2B suggesting a maximum dollar amount per registration. While no specific set-aside designations for disadvantaged enterprises are mentioned, proposers must comply with public records laws, workers' compensation regulations, drug-free workplace standards, and E-Verify employment eligibility verification. The compensation structure is designed to be flexible, with the contractor potentially retaining a percentage of registration fees and collecting a fixed fee for calendar blocked dates data collection. Funding is contingent upon Board of County Commissioners approval, with potential revenues directed to the Affordable Housing Trust Fund. The exact financial details, including specific percentages and fixed costs, will be finalized during contract negotiations. The contract also includes a FEMA Additional Terms Addendum, suggesting potential future disaster-related work and associated federal funding requirements.
