About this opportunity
The Virginia State Corporation Commission's Bureau of Financial Institutions is requesting proposals for a short-term lending database solution accessible in real time to all Virginia short-term lending licensees and the Bureau, with proposals due November 20, 2026 under RFP SCC-26-018-BFI.
The database must be Internet-accessible and operate on a real-time basis to serve Virginia short-term lending licensees and state regulatory users. The solicitation requires offerors to demonstrate relevant experience through three customer references with implementation dates and project descriptions, disclose any contracts lost or canceled within the past ten years, and provide litigation history within the past ten years that may affect contract performance. Offerors must submit financial profiles including total annual revenue for the most recent fiscal year with the proportion derived from similar services, current Dun and Bradstreet Business Reports, certified audited financial statements for the most recent three fiscal years, and disclosure of any bankruptcy filings within the past five years. Strategic partnerships and subcontractors are permitted; offerors must provide detailed information about each subcontractor, including location, contact information, assigned responsibilities, staff assignments, and copies of any relevant contracts or agreements.
Offerors must certify compliance with Virginia ethics in public contracting requirements, affirming that proposals are submitted without collusion or fraud and that no kickbacks or improper inducements have been offered or received. For contracts with an expected value of $5 million or more, offerors and their officers or directors are prohibited from providing contributions or gifts valued over $50 to the Governor, his political action committee, or the Secretary of Technology between proposal submission and contract award.
The SCC reserves the right to conduct reference checks, interviews, and investigations to validate offeror qualifications.
