About this file

This is a Request for Proposals (RFP) cover page for RFP SCC-26-018-BFI issued by the Virginia State Corporation Commission's Bureau of Financial Institutions. The solicitation seeks sealed proposals to establish a contract with a qualified vendor to provide a short-term lending database solution that operates on an Internet-accessible, real-time basis for all Virginia short-term lending licensees and the State Corporation Commission. The RFP cover page establishes the formal submission structure requiring offerors to provide their legal business name, business address, DUNS number, and authorized representative information, along with signature certification that the proposal is accurate, complete, and prepared in accordance with all solicitation requirements.

The cover page includes mandatory certifications regarding ethics in public contracting, requiring offerors to affirm that proposals are submitted without collusion or fraud and that no kickbacks or improper inducements have been offered or received. Additionally, offerors must certify compliance with prohibited contributions and gifts provisions, which restrict suppliers and their officers or directors from providing contributions or gifts valued over $50 to the Governor, his political action committee, or the Secretary of Technology during the period between proposal submission and contract award for contracts with an expected value of $5 million or more. The document does not specify pricing terms, set-asides, response deadlines, or other detailed procurement parameters on this cover page.
