About this opportunity

The Request for Proposals (RFP) issued by Deltera on behalf of the Toronto Community Housing Corporation (TCHC) seeks qualified contractors to provide shoring services for Building 4A in Phase 4 of the Regent Park revitalization project located in downtown Toronto. The procurement is specifically focused on shoring services for a redevelopment initiative that began in 2006 and is currently in its fourth phase. Qualified contractors are expected to submit detailed proposals addressing the scope of work outlined in Appendix B, with proposals due by October 30, 2025. The project involves demolishing and replacing social housing buildings originally constructed in the late 1940s and early 1950s, with the broader objective of transforming the neighborhood into a diverse, interconnected urban community. While the RFP does not explicitly detail evaluation criteria, contractors will likely be assessed on their technical capabilities, experience with urban redevelopment projects, and ability to execute complex shoring services in a densely populated urban environment.

The Regent Park revitalization project represents a collaborative effort between TCHC, Tridel Builders Inc., and Deltera, with a focus on creating a mixed-use neighborhood that includes rental and market condominiums. While no specific set-aside designations or restrictions on respondents are mentioned in the provided document, the project emphasizes community transformation and stakeholder engagement. The development partner for Phases 4 and 5 is Tridel Builders Inc., with Deltera acting as the construction manager. The project aims to create a comprehensive urban environment that includes housing, employment opportunities, educational facilities, arts and cultural spaces, and recreational areas. Although a specific budget range is not provided, the extensive scope of the revitalization project suggests a significant investment in urban redevelopment and infrastructure transformation.

Questions and Submissions are not being received by TCHC. Refer to the Main Document for more information : This Request for Proposals (RFP) is an invitation by Deltera on behalf of the Toronto Community Housing Corporation (TCHC) for qualified Contractors to submit Proposals for Shoring Services at Building 4A in Phase 4 of the Regent Park revitalization project as further described in Appendix B: Scope of Work. Regent Park is located in downtown Toronto, bounded by Parliament, Gerrard, River and Shuter Streets. The revitalization project began in about 2006 and is divided into five Phases. For Phases 1, 2, and 3 of the revitalization project TCHC partnered with the Daniels Corporation, and Daniels CM acted as TCHC's Construction Manager for the construction of new municipal services, roadways, and buildings. TCHC's new development partner for Phases 4 and 5 is Tridel Builders Inc. (Tridel) with Tridel's subsidiary, Deltera, acting as TCHC's Construction Manager. The revitalization of Regent Park includes demolishing and replacing the social housing buildings constructed in the late 1940s and early 1950s, but the project is about more than just housing. New rental buildings stand side-by-side with market condominium buildings all located on a new street grid that is re-connecting the neighbourhood with the city around it. The project is transforming the neighbourhood from an area with a single landlord (TCHC) to a typical Toronto community with many different stakeholders: homeowners, people living in rental housing, new businesses and services, community groups, schools, recreation facilities, and parks. Regent Park is now a place for employment, educational opportunities, a destination for arts and culture, and recreational activities as much as it is a place to call home. Tridel and TCHC have made commitments to Regent Park residents that broadly fall into two categories: (1) to construct quality housing in a beautiful, animated, and well-functioning urban environment; and (2) to develop a robust and inclusive social and economic development plan that results in long-lasting social and economic institutions and opportunities
