The pre-bid meeting was held August 26, 2026; Bid Addendum No. 2 was issued September 8, 2026.

Bidders must be licensed contractors in the Commonwealth of Virginia. Any contractor or employee requiring unescorted access to secure airport areas must comply with TSA disqualifying crimes standards under 49 CFR 1542.209 (covering 35 disqualifying criminal offenses including drug-related violations, theft, fraud, weapons offenses, and violent crimes) and must complete safety, security, and driver training prior to receiving Secure Identification Display Area (SIDA) badges. The scope encompasses approximately 550 square feet of interior renovation classified as a 2021 Virginia Existing Building Code Alteration-Level 2, including demolition of existing fixtures, construction of new partitions, plumbing and electrical system installation, HVAC modifications, ceramic and porcelain tile, flooring, painting, and casework. All work must comply with the 2021 Virginia Uniform Statewide Building Code, Virginia Mechanical Code, Virginia Plumbing Code, Virginia Energy Conservation Code, and Virginia Statewide Fire Prevention Code, and accessibility requirements per 2017 ICC ANSI Standard 117.1. Manufactured temporary partition systems are acceptable, and Scranton Products Metpar Phenolic Toilet Partitions are approved as a substitution (per Addendum 1).

The contract completion timeline is 180 calendar days from the Notice to Proceed, with work commencing within 10 days. Liquidated damages are $500 per calendar day for work remaining incomplete after the contract time expires. The project is funded by federal, state, and local monies. Bid security of 5 percent (certified check or bid bond) is required. The awarded bidder must furnish Performance and Payment Bonds each equal to 100 percent of the contract value. Changes are valued at net cost plus 15 percent overhead and profit for the contractor's own work and 10 percent for subcontractor work. All workmanship and materials are guaranteed for one year following final acceptance. Bids are submitted as lump sum and remain irrevocable for 90 days from bid closing.
