About this opportunity
The State of Arkansas, through the Department of Transformation and Shared Services Office of State Procurement (TSS OSP) and the Department of Public Safety Arkansas Crime Information Center (DPS-ACIC), is seeking a contractor to design, build, and implement a new Sex Offender Registry System. The winning contractor will be responsible for developing a fully automated system to handle all aspects of sex offender registration, verification, and data reporting, including integration with various state and federal databases such as NCIC, NSOR, NSOPW, and NLETS. The new system must provide expanded functionality for the public-facing website and meet all technical and security requirements, including compliance with CJIS standards. Prospective contractors must have a Project Manager with a minimum of 3 years of relevant experience and may utilize alternative frameworks like Pega or Salesforce if approved by ACIC. Proposals are due by August 4, 2021, and the anticipated award date is November 1, 2021.
The solicitation is open to all qualified bidders, with no mention of set-asides or an incumbent contractor. The total contract value is not specified, but pricing must be inclusive of all applicable expenses, with contractors providing hourly, monthly, and annual rates. The successful contractor will be responsible for migrating the existing sex offender data, which includes approximately 232,689 rows across 9 tables and over 1 million rows of history and change log data, to the new system. The initial contract term is four years, with the option to renew for up to three additional one-year terms.
