About this opportunity

Montgomery County, Pennsylvania, on behalf of the Southeastern Pennsylvania Regional Task Force (SEPA RTF) Urban Search and Rescue subcommittee, is issuing a Request for Proposal to procure Heavy Vehicle Rescue Course training services. The procurement seeks a qualified vendor to develop and deliver a 24-30 hour, three-day training program scheduled for late Spring 2027, preferably in June, to be held at the Montgomery County Public Safety Training Center at 1175 Conshohocken Road, Conshohocken, Pennsylvania, with all training required to be completed no later than July 1, 2027. The training will serve thirty (30) Urban Search and Rescue Team members representing all five counties within the SEPA TF region, with participants recommended through a vetting process conducted by county leadership. The curriculum must address extrication strategies for heavy vehicle incidents, including large commercial vehicles, lifting and stabilization techniques, overrides and underrides, buses and construction equipment entrapment, and vehicle pile-up operations, following standards established in the FEMA Training Program Administrative Manual. The vendor must provide all required equipment, including vehicle-related props, transport, and wrecker or industrial lifting equipment, as well as handle facility setup, configuration, and cleanup costs. Technical proposals must include company background, instructor qualifications and backgrounds, training schedule and strategy, and references from at least three state, regional, or local organizations for similar-sized projects. All proposals must be submitted through the Bonfire (Euna) portal by May 21, 2026, with separate technical and cost proposal documents required; the County does not identify specific bidders' conference or site visit requirements.

The procurement does not specify set-aside designations or restrictions on organizational type, though the instructions to bidders establish that all vendors must comply with federal, state, and county laws, including equal employment opportunity and nondiscrimination requirements under Title VII of the Civil Rights Act and the Pennsylvania Human Relations Act. The contract will be awarded based on factors that may include evaluation criteria beyond price, such as delivery time, bidder experience, and past performance record, with the County reserving the right to reject any or all bids. No incumbent vendors or current contractors are identified in the procurement documents. The cost proposal must not exceed $60,000.00, representing the maximum allowable budget for the training delivery. Payment will be made within thirty days of invoice receipt and acceptance of deliverables by an authorized County representative. The selected contractor must maintain comprehensive insurance coverage, including commercial general liability of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation at Pennsylvania statutory levels, and professional errors and omissions liability of $1,000,000 per occurrence and aggregate if applicable to the services provided. The contract term will commence on the effective date and extend through the expiration date specified in the agreement, with provisions allowing for extension up to three additional months under the same terms and conditions upon written notice.
