About this opportunity
The City of Clearwater, Florida Procurement Division is requesting bids on comprehensive restoration of the Seminole Boat Ramp, a four-bay public launching facility at 198 Seminole Street, with bids due November 18, 2026 under ITB Project 26-0075-MA. Bidders must pre-qualify with the City of Clearwater Engineering Division at least ten workdays prior to bid opening; current pre-qualified contractors do not require reapplication. Bid security of 10 percent of the maximum bid price (certified check, cashier's check, or bid bond) is required.
The work scope encompasses complete removal of the existing degraded ramp structure, dredging and grading of native soils, placement of gravel fill in various gradations, final design and installation of new concrete boat ramps engineered for vessels exceeding 35 feet with combined weights over 10 tons, installation of articulated concrete mats for scour protection, and temporary relocation of floating docks. The facility comprises four launching bays with eight total ramps — two exterior ramps measuring approximately 56 feet from mean high water to the toe and six interior ramps measuring approximately 46 feet. Concrete slabs must meet minimum 300 PSF uniform load and 8,500-pound concentrated load capacity, with minimum 4,000 PSI 28-day compressive strength. All shop drawings and structural calculations must be signed and sealed by a Florida-licensed professional engineer. A Quality Control Manager with minimum five years of relevant experience must be on-site throughout execution.
The project offers two construction alternates managing public access during renovation. Alternate A (Phased Closure) permits up to fourteen consecutive calendar days for full four-ramp closure during Phase 1 and up to one hundred consecutive calendar days for partial closures during Phases 2 and 3 (west and east ramps sequentially), with total substantial completion within 180 calendar days from Notice to Proceed. Alternate B (45-Day Closure) permits a maximum 45-day full closure period between January 3 and February 15, 2027, with the same 180-day completion requirement. Unit-priced items are subject to equitable adjustment if actual quantities vary more than 25 percent above or below estimated quantities.
Environmental controls are mandatory and must include zero turbidity increase beyond project limits, sediment control barriers meeting Type II or Type III standards, manatee protection measures, and compliance with Florida Department of Environmental Protection standards. Contractors must obtain all necessary licenses and permits and comply with trench safety standards and NPDES stormwater management requirements. Award will be made to the lowest responsible and responsive bidder. Bids are submitted electronically through the City's e-Procurement Portal at https://procurement.opengov.com/portal/myclearwater or as sealed hard copies. Required submittals include bid bond, affidavits, proposal forms, addendum sheets, E-Verify certification, Scrutinized Companies certification, anti-human trafficking compliance forms, and current W-9 form.
Opportunity text
The project Work includes repairs and restoration of an existing boat ramp which has experienced varying levels of degradation as typical of boat ramps since original construction. The existing structure includes concrete of various strengths, thickness, reinforcement, and underlayment support. Subsurface conditions include a mixture of consolidated and unconsolidated soils and voids beneath the existing ramp. The Work will include removal of the existing ramp, dredging and grading of native soils, placement of gravel fill of various gradation, final design and installation of concrete boat ramps, and temporary relocation of floating docks along the lines and grades indicated in the Plans and Specifications. The final product will be finished, useable boat ramps suitable for the cited vessels and the exiting and final conditions outlined herein.
The ramp easily handles boats in excess of 35' with combined weights of over 10 tons. The ramp contains four launching bays, each sized to handle two trailers and vessels concurrently or eight total launching ramps. Currently, the two outside ramps of the eight total are longer, approximately 56' from the mean high water (MHW) to the toe, than the interior six ramps. The interior six ramps are approximately 46' from MHW to the toe.
The project consists of furnishing a final design and all labor, equipment, supplies, materials, transportation, fuel, power, water, providing environmental protection, and performing all
operations in connection with the Seminole St. Boat Ramp Restoration project as indicated in the attached Narratives, Plans and Specifications. All work included in the bid must be completed within the Contract Time from the date specified on the Notice to Proceed.
