Eligibility depends on mandatory bidder registration with the State of Kansas, a current Tax Clearance Certificate from the Kansas Department of Revenue, and certifications covering immigration compliance, sexual harassment policy acknowledgment, no boycott of Israel, and no procurement of covered telecommunications equipment from foreign adversaries.

The solicitation seeks corn and soybean seed for approximately 780 acres each at the KCI Farm in Lansing, Kansas. Corn must be flex ear at 30,000 seeds per acre, 110–117 day maturity, Roundup Ready VT-2 Pro or equivalent, and Poncho treated or equivalent. Soybeans must be 170,000 seeds per acre, Group 3.7 to 4.5, Enlist III, and CruiserMaxx APX or equivalent. Bidders must submit three corn varieties (110-, 113-, and 115-day) and three soybean varieties (Late Group 3, Early Group 4, and Middle Group 4), along with replant options. All seed must carry at least 95 percent guaranteed germination and be locally adapted to Northeast Kansas and Missouri River bottom ground. Bidders must also provide three years of test plot yield results from Northeast Kansas. The replant guarantee is 100 percent and covers seed quality failures, weather events, and early-season pest or disease pressure occurring within 45 days of planting.

Bid acceptance is based on projected yields less seed cost. The source does not state a contract value. The contract runs from award through December 31, 2027.

Pricing must be F.O.B. destination and prepaid, with all taxes included in the bid price. The State of Kansas is exempt from state sales or use tax and federal excise tax. Payment is Net 30 from receipt of goods or invoice, whichever is later, by electronic funds transfer unless the vendor requests and receives written approval for another method.
