About this opportunity
The Kansas Department of Administration's Office of Procurement and Contracts is soliciting bids on behalf of Kansas Correctional Industries for brome, prairie, and alfalfa hay for the Wild Horse Program under an Invitation for Bid, with bids due December 1, 2026 at 2:00 p.m. CST. Bidders may claim preference under the Disabled Veteran Owned Business, Certified Business Bidder Preference, or State Use Purchases programs if eligible and supporting documentation is provided. No set-aside, sole-source intent, or local-vendor requirement appears in the source.
Hay must meet Bureau of Land Management quality standards, with minimum crude protein of 10 percent for smooth brome, 6 percent for grass hay, and 12 percent for alfalfa. Hay must be leafy, properly cured, and free of dust, mold, excessive moisture, heat damage, noxious weeds, blister beetles, and several named weed and grain contaminants. Kansas Correctional Industries reserves the right to randomly test delivered hay and reject or require replacement of nonconforming lots, and test samples must be mailed to the Hutchinson facility.
The requirement covers approximately 1,200 tons of brome or prairie hay, delivered in monthly increments of roughly 200 tons, and up to 600 tons of alfalfa, all delivered as needed to the Wild Horse Program facility in Hutchinson, Kansas. The contract period runs January 1 through June 30, 2027. Pricing requires separate per-ton unit prices, held firm for the full contract period on a net-delivered basis, with Net 30 payment terms. Award goes to the lowest responsible bidder meeting specifications, and may be made by line item or group total. Political subdivisions may use the resulting contract on the same terms as the State.
Bidders must hold current registration with the State of Kansas before the closing date and submit a current Kansas Department of Revenue Tax Clearance Certificate and a Certification Regarding Immigration Reform and Control form. Prospective bidders must request the official invitation from Procurement Officer Bridget K. Martinez at least 24 hours before closing. Written questions in MS Word format are due by close of business November 20, 2026. Bids may be submitted electronically to Procurement@ks.gov or delivered by hand or mail, and faxed bids are not accepted. Bid results will be read publicly by teleconference beginning at 2:30 p.m. CST on the closing date. No pre-proposal conference or site visit is scheduled.
