About this opportunity
The City of Wichita, Kansas Finance Department/Purchasing Division is soliciting bids under RFB 260262 for new, current-production sedans, SUVs, cargo vans, and pickup trucks across thirteen vehicle groups for the Fleet Division, with bids due November 20, 2026 at 10:00 a.m. and written questions due November 13, 2026 at 3:00 p.m. No set-asides or local-vendor preferences are identified, though the City encourages small and emerging business enterprise participation in Group 1.
Scope covers two-wheel-drive compact pickups (Group 1, referencing Ford Ranger, Chevrolet Colorado, and GMC Canyon or comparable models); half-ton regular cab 8-foot bed pickups (Group 2); three-quarter-ton and one-ton pickups (Groups 3 and 4); a 19,500 GVW crew cab with utility bed (Group 5); a 19,000 GVW crew cab mini dump truck with a two-cubic-yard dump bed, three-cubic-yard ends, and a minimum 6.3L diesel engine (Group 6); two-wheel-drive SUVs and mid-size SUVs (Groups 7 and 8); mid-size and full-size sedans (Groups 9 and 10); cargo vans (Group 11); transit vans and wagons referencing the National Cooperative Purchasing Alliance Group 12 contract; and ADA-accessible window minivans with passenger-side automatic in-floor ramps and wheelchair securement (Group 13). Bidders must have at least one year of experience providing similar services, maintain service facilities and parts availability in the Wichita area, and register with the Kansas Secretary of State, with registration required before contract execution in Groups 2 and 13.
Required warranties are a minimum 3-year/36,000-mile bumper-to-bumper and 5-year powertrain coverage with no deductible, at 60,000 miles in most groups and 100,000 miles in Group 6. Vehicles must be delivered F.O.B. destination with odometer readings not exceeding 500 miles, to 1801 South McLean Boulevard, except Group 13, which delivers to City of Wichita Transit at 777 East Waterman Street. Bids are binding for 60 days after opening.
Award goes to the lowest and best total lump sum base bid per group or the lowest net bid (base plus all options), whichever is most advantageous to the City, and the City selects options after award. Prompt-payment discounts are considered in evaluation (Group 5). No dollar value is stated. The contract runs from award until 2027 models are no longer available from the manufacturer; quantities are based on 2027 budgeted needs and do not limit additional purchases of the same models, and 2026 budget figures may be used for 2027 purchase orders. Bid forms require unit and extended pricing per line item, signed by an authorized representative, with delivery to the Purchasing Manager at City Hall, 455 N Main, 12th Floor, or electronic submission through the City's Procurement Portal per group documents. Addenda answering questions will issue the week of November 16, and the City Council tentatively schedules award approval for December 1, 2026. Contact: Jason Brogden, jbrogden@wichita.gov, (316) 268-4429.
