About this opportunity

The State of Maine Department of Health and Human Services has issued a Request for Proposals (RFP #202508126) seeking comprehensive security services for two psychiatric facilities: Dorothea Dix Psychiatric Center (DDPC) in Bangor and Riverview Psychiatric Center (RPC) in Augusta. The procurement encompasses staffed security officer services, electronic security monitoring systems, payroll and human resources management, recruitment, training, and performance management. DDPC requires 416 hours per week of coverage including one supervisor, one lead officer, and eight security officers across various shifts, while RPC requires 440 hours per week with one lieutenant, one sergeant, and nine security officers. All security officers must complete mandatory training in CPR, first aid, behavioral response options, management of aggressive behavior, and de-escalation techniques, and must pass comprehensive background checks including Maine Bureau of Motor Vehicles records, Maine Sex Offender Registry, Maine State Bureau of Investigation, national criminal checks, and county residence records. Key performance metrics include 100% screening of personal items at hospital entrances, 90% annual retention of security officers, 100% professional appearance standards, and 100% completion of pre-assignment training. Proposals will be evaluated on a 100-point scale comprising 25 points for organization qualifications and experience, 25 points for proposed services, and 50 points for cost, with the lowest bid receiving 50 points and higher bids receiving proportionally fewer points. Written questions are due February 20, 2026, by 4:00 p.m., and proposals must be submitted through the Vendor Self Service System by March 2, 2026, by 4:00 p.m. The initial contract period runs from July 1, 2026, through June 30, 2028, with two optional renewal periods extending through June 30, 2031, and the Department anticipates making one award from this solicitation.

The RFP does not specify any set-aside designations or restrictions limiting responses to particular categories of organizations. Bidders must submit all-inclusive mark-up rate cost proposals covering recruitment, payroll processing, record keeping, security system operations, training, and performance management, and must provide financial statements for the past three years and demonstrate relevant experience through three project examples. Bidders assume all costs for background checks, immunization documentation, training materials, uniforms with duty belts, and replacement officer hiring. The bidder must integrate with an electronic security monitoring system equivalent to or greater than VSA Track Tik. Payment terms are net 30 upon receipt of accurate invoices, and the State will not accept best and final offers, expecting all bidders to submit their best pricing with their initial proposal. No incumbent vendor, budget range, or estimated contract value is specified in the RFP documentation.
