Vendors must perform one hundred percent of the total contract price themselves without subcontracting and must possess a Florida State Security Agency License Class B at the time of submittal. The contract carries an initial three-year term with optional renewal for two additional one-year periods, not to exceed five years total. Contractors must comply with comprehensive federal transit requirements including FTA Funding Supplement obligations, drug and alcohol testing program certification per 49 CFR Part 655, debarment and suspension certifications, lobbying restrictions, and prevailing wage requirements where applicable. Mandatory insurance requirements include General Liability ($1,000,000 per occurrence; $2,000,000 aggregate), Auto Liability ($1,000,000 combined), Employers Liability ($1,000,000 per accident), and Professional Liability ($1,000,000 per claim; $2,000,000 aggregate) with maximum deductibles of $100,000 for professional liability, naming Broward County as additional insured with primary coverage and waiver of subrogation.
