About this file
This is a Government-Wide Debarment Certification document issued by the Federal Transit Administration (FTA) in accordance with 23 CFR Part 1200 and applicable to the Broward County Transportation Department's Security Officer Services contract for FIFA World Cup 2026 Event Support. The certification applies to all procurements valued at $25,000 or greater and serves as a material representation of fact required at contract execution. By submitting a proposal, contractors and subcontractors certify that neither they nor their principals are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in federally funded transactions by any Federal department or agency. Contractors must provide immediate written notice if they discover their certification was erroneous at submission or becomes erroneous due to changed circumstances during the contract term.
Contractors are required to comply with 2 C.F.R. Part 180, Subpart C, and 2 C.F.R. Part 1200 while their offer remains valid and throughout any resulting contract period. This compliance requirement extends to all lower-tier covered transactions and subcontractors. The document mandates that contractors include debarment certification clauses without modification in all subcontracts and subcontract solicitations. The regulations define key terms including covered transaction, debarred, suspended, ineligible, and voluntarily excluded, with complete definitions available in 49 CFR Part 29. Contractors may rely on certifications from prospective lower-tier participants unless they have actual knowledge that such certifications are erroneous. Failure to comply with these debarment requirements may result in suspension, debarment, or other remedies available to the Federal Government or County.

A participant may decide the method and frequency by which it determines the eligibility of its principals. Each participant may, but is not required to, check the List of Parties Excluded from Federal Procurement and Non-procurement Programs.
7. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render in good faith the certification required by this clause.
