About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Commonwealth Office of Technology, is requesting proposals for security and surveillance hardware, software, systems, and services under RFP 758 2700000043, with proposals due October 30, 2026 at 3:30 p.m. ET. The RFP seeks to award up to two contracts. This is a rebid of RFP 758 2600000216, which closed January 30, 2026 without award.
The scope encompasses video surveillance and camera hardware; recording and storage systems; video management software; physical access controls; intrusion detection and alarm systems; installation, configuration, and integration services; warranty support; training; and maintenance. Vendors must be authorized distributors or resellers with a minimum of three years of experience providing similar services and must maintain current manufacturer certifications throughout the contract term. All equipment must be new unless expressly approved otherwise by COT. Vendors must guarantee 99% system uptime, employ certified technicians, and comply with Kentucky building codes, NEC, NFPA standards, life safety requirements, Kentucky Information Technology Standards (KITS), NIST SP 800-53 security controls, and IRS Publication 1075 safeguarding requirements for federal tax information.
The contract will serve all Commonwealth executive branch agencies, with eligible political subdivisions including cities, counties, and school districts permitted to participate. The initial contract term is one year from the effective date of award, with options to renew for six additional one-year periods upon mutual agreement. Pricing must be submitted on a firm fixed unit price basis with no leasing or rental options permitted. The Commonwealth is tax-exempt. Price adjustments are prohibited during the first twelve months; thereafter, price increases require written justification and Commonwealth approval based on industry-wide changes, and price decreases must be implemented immediately.
Evaluation is based on technical proposals (1,000 points), cost proposals (500 points), and potential oral demonstrations at COT's discretion (up to 500 points), for a maximum of 2,000 points. The cost proposal comprises core labor rate cards (100 points), manufacturer discount matrices (150 points), and market basket mock project scenarios (250 points). Technical proposals must address company information, experience, hardware and software offerings, implementation plans, warranty and support, training, customer support, and risk management.
Questions are due by the original August 28, 2026 deadline stated in initial RFP materials. Addendum 2 extended the proposal deadline from September 24 to October 30, 2026; Addendum 3 confirmed this revised date. Contact Holly McDonald at 502-564-6523 for inquiries.
