About this opportunity
The Commonwealth of Kentucky's Finance and Administration Cabinet, through the Commonwealth Office of Technology (COT), is requesting proposals for comprehensive security and surveillance hardware, software, systems, and services, with proposals due September 24, 2026 at 3:30 p.m. ET under RFP 758 2700000043. The Commonwealth intends to award up to two contracts to serve all executive branch agencies and eligible political subdivisions, including cities, counties, and school districts. This is a rebid following closure of the original RFP 758 2600000216 on January 30, 2026 without award.
Vendors must be authorized distributors of eight specified manufacturers (Aiphone, Allegion, Avigilon, Hanwha, Hirsch, Honeywell, Velocity, and Verint) with a minimum of three years of relevant experience and certified technicians. All components and hardware must be new unless expressly approved in writing by COT. The scope encompasses video surveillance, camera hardware, recording and storage, video management software, physical access controls, intrusion detection, alarms, installation services, configuration, warranty and support, and integration. All Commonwealth data must remain within the contiguous United States, with sensitive data encrypted in transit and at rest. Vendors must comply with Kentucky Information Technology Standards and NIST Special Publication 800-53 moderate-level controls.
The cost proposal is evaluated on 500 points across three components: Core Labor Rate Card (200 points) requiring not-to-exceed hourly rates for six labor categories; Manufacturer Discount Matrix (300 points) requiring minimum percentage discounts off manufacturer's suggested retail price for nine manufacturers across hardware and software/SaaS categories; and Market Basket/Mock Project Scenarios (250 points) requiring fully burdened pricing for two mock projects. The technical proposal carries 1,000 points, with the top three vendors potentially invited to oral presentations worth up to 500 additional points. The initial contract term is one year from the effective date of award, with six optional one-year renewal periods available upon mutual agreement. Pricing shall be firm fixed for the first twelve months; thereafter, price increases are permitted only if based on industry-wide changes and submitted with justification at least 30 days prior to the effective date. Price decreases must be reflected immediately upon availability.
Questions were due August 28, 2026. The Commonwealth issued responses to written questions on September 10, 2026 (Addendum 1). All proposals must comply with mandatory requirements outlined in Attachment E and must include the completed Attachment E checklist. Vendors must submit authorized MSRP manufacturer catalogs effective as of the RFP release date to establish baseline pricing.
