About this file

This is a Mandatory Requirements Checklist for RFP 758 2700000043, a security and surveillance hardware, software, systems and services rebid managed by the state of Delaware's Department of Technology (COT). The RFP encompasses comprehensive security and surveillance solutions including core systems hardware, vendor staffing, installation protocols, infrastructure and wiring, camera configuration, inspection and testing, warranty support, operations and customer service, training services, and monthly reporting requirements. Offerors must demonstrate compliance with all mandatory requirements by responding "YES" to each specified requirement; proposals failing to meet any mandatory requirement will be deemed non-responsive and excluded from consideration. The checklist covers 16 major requirement categories (Sections 3.1.A through 3.1.Q) with multiple subsections detailing specific compliance obligations.

Key mandatory requirements include providing new equipment only with no used, refurbished, or demo systems unless expressly approved in writing by COT; ensuring system support and manufacturer compatibility; meeting specified equipment quality and uptime standards; and providing qualified vendor staff. Installation protocols require vendor adherence to site preparation procedures, equipment delivery coordination, and prohibition against disabling functioning systems without prior authorization from the using agency. Additional mandatory requirements encompass infrastructure and wiring engineering, camera configuration deliverables, inspection and testing procedures, warranty and service level agreement requirements, operational support and customer service standards, site cleanup and repairs, training services, compliance with prohibited financing options, submission of monthly reports, hazardous materials and safety protocols, and product recall procedures. All mandatory requirements sections must be addressed in their entirety as part of the technical proposal submission.
