About this opportunity
The Transit Authority of Lexington-Fayette Urban County Government (Lextran) is issuing a Request for Proposals (RFP Reference Number 2026-02) for comprehensive security and access control services at two facilities located in Lexington, Kentucky: the administrative headquarters at 200 West Loudon Avenue and the Transit Center at 150 East Vine Street. The procurement seeks a qualified firm to provide ongoing maintenance, support, system upgrades, and future acquisition and installation services for Lextran's multi-facility physical security and access control systems. The existing infrastructure includes a Wisenet WAVE surveillance system (73 cameras at headquarters, 29 at the Transit Center with 4 NVR servers), Keri access control systems at headquarters (40 controlled doors), Acre access control systems at the Transit Center (15 controlled doors), a My2N video intercom system at headquarters, and a Bogen 70-volt public address/paging system at the Transit Center. The contractor's initial deliverable is a comprehensive assessment of all physical security systems at both facilities with a written report and facility walkthrough, including identification of aging or unsupported equipment and recommendations for upgrades, replacements, and cybersecurity improvements. Ongoing services must encompass maintenance and expansion of master key and locking systems, installation and maintenance of access control systems, video surveillance system upgrades and maintenance, video intercom system support, public address system maintenance, and emergency response services with defined response times. Proposals must be submitted electronically by April 29, 2026, at 2:00 pm eastern time through Lextran's eProcurement Portal, with a question submission deadline of March 20, 2026, and a non-mandatory pre-proposal meeting scheduled for March 16, 2026, at 1:30 pm via Zoom. The contract term is three years plus three optional one-year extensions for a total of six possible contract years, with an anticipated award date of May 27, 2026, and an expected contract start date of September 1, 2026. Evaluation is conducted on a best-value basis with weighted criteria as follows: overall value to Lextran including cost of service (35 percent), demonstration of understanding of Lextran's needs (25 percent), firm experience and qualifications (25 percent), and capacity, responsiveness, and account management (15 percent). Minimum requirements include three professional references, proof of experience with Keri, Acre, and Wisenet WAVE systems, relevant personnel resumes and qualifications, certificates of insurance with combined single limits of not less than $10,000,000 per occurrence for commercial general liability and business automobile liability, workers' compensation coverage, and all required federal certifications and forms. The proposal page limit is 50 pages excluding required forms and financial documents.
While no specific disadvantaged business enterprise (DBE) set-asides are established for this contract, Lextran is a Federal Transit Administration (FTA) funding recipient and therefore requires all applicable federal civil rights requirements and DBE participation reporting on a quarterly basis if the contract exceeds ninety days; proposers claiming DBE status must submit a completed Affidavit of Compliance with notarization. All proposers must submit required federal compliance certifications including Certification of Contractor Regarding Debarment, Suspension, and Other Ineligibility and Voluntary Exclusion; Non-Collusion Affidavit (notarized); Certificate of Procurement Integrity; Certification of Restrictions on Lobbying; and a Financial Capacity Form completed by a financial institution to verify the proposer's customer status and account standing. No incumbent vendor or current contractor is identified in the procurement documents, and no specific budget range or award value is disclosed. The successful contractor must demonstrate financial viability, personnel availability, equipment resources, and the ability to provide 24/7 emergency response services with guaranteed response times for both normal business hours and after-hours situations. A primary account manager and backup contact must be designated, with detailed organizational structure and escalation procedures documented. All pricing shall remain firm for the initial contract term, and payment terms are thirty days after receipt of invoice; Lextran is tax-exempt and will provide a Certificate of Exemption to the awarded firm.
