About this opportunity
The Hawaii District Land Office is requesting bids to secure an unoccupied residential structure at 521 Ocean View Drive, Hilo, Hawaii (TMK: (3) 2-1-007:027) to prevent unauthorized entry, with bids due July 30, 2026.
The scope requires the contractor to secure all entry points—exterior and interior doors, windows, and sliding glass doors—using U.S. Fire Administration Board Up Procedures (FABUP) as a guide. Work includes covering openings with plywood; installing carriage bolts (3/8-inch by 12-inch with washers and nuts) through plywood and structural elements; securing sliding doors with track blocks; and securing two garage doors using FABUP methods or appropriate alternatives. The contractor must disconnect utilities at the street, remove flammables and combustibles from interior and exterior areas, and remove vegetation that could support fire spread. Work commences upon issuance of a purchase order and notice to proceed. The contractor must coordinate site access through the DLNR Land Agent and notify the Land Agent via email within three days of completion to permit inspection and scope compliance verification.
The contractor must provide Certificates of Insurance prior to purchase order generation: Commercial General Liability of $1 million per occurrence / $2 million aggregate and Automobile Insurance of $500,000 per occurrence / $500,000 aggregate. All policies must name the State of Hawaii as an additional insured, provide 30 days written notice before cancellation, and apply in excess of contractor-provided coverage. The contractor must comply with the Hawaii Insurance Code and register with Hawaii Compliance Express (HCE). Invoices must include project completion photos; payment is contingent upon scope satisfaction. The bid package includes a scope of work document, Exhibit A with photographs of the structure from multiple angles, and the U.S. Fire Administration Board Up Procedures document.
