About this opportunity

The City of Philadelphia is conducting a micro purchase procurement for a Secure Cash Box, posted on April 2, 2026, with a submission deadline of April 7, 2026. This is a competitive solicitation to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration as a whole, and no delivery or services should commence until official notification is received from the procuring department. Bidders offering alternate products must submit the brand name and model number of the proposed alternate along with detailed supporting manufacturer documentation; failure to provide this information will result in bid invalidation. Vendors must submit quotations electronically through the PHLContracts platform with an executed Consent and Authorization Agreement on file prior to bid closing, and all quotations are valid for 60 days from the submission date. The procurement is capped at $43,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, rounded to the nearest $1,000, and the contract term is automatically 365 days from the effective date.

The City of Philadelphia does not restrict participation based on business size or organization type; however, vendors are encouraged to voluntarily submit LGBTQ Applicant Data Forms if certified as Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) businesses through the National LGBT Chamber of Commerce or other third-party certifications to support the City's diversity, equity, and inclusion initiatives. The Local Business Entity (LBE) Program does not apply to small purchases. All sellers must maintain required insurance coverage including Workers' Compensation at statutory limits, General Liability at $500,000 per occurrence, and Automobile Liability at $300,000 per occurrence, and must certify they are not indebted to Philadelphia for delinquent taxes or other debts. Prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment will be made electronically following delivery and City approval of products or services. All vendors must comply with applicable federal, state, and local laws, including nondiscrimination requirements and ethics regulations, and the City reserves the right to reject any or all quotations and accept quotations from multiple sellers.
