About this opportunity

Towson University is requesting bids on demolition of existing bluestone pavers and installation of new concrete pavers at SECU Plaza under Competitive Simplified Procurement solicitation TU-2617, with bids due February 24, 2026 at 2:00 PM Eastern Time via email. ICPI certification is mandatory for responsiveness and contract performance. Award will be made to the lowest evaluated responsive bid from a responsible bidder.

The scope requires removal of existing bluestone pavers while retaining the existing 4–5 inch sub-base, installation of new Hanover Architectural Products Traditional concrete pavers (70% Limestone Gray and 30% Charcoal) in a herringbone pattern with soldier course edge, barricading, detour signage, and restoration of disturbed areas to existing conditions at no cost to the University. The contractor must provide all labor, coordination, equipment, and materials. Work hours are Monday–Friday 8:00 AM to 5:00 PM and Saturday 9:00 AM to 4:00 PM. Construction begins on or about June 16, 2026 and must conclude no later than July 24, 2026.

Site constraints include an underground detention vault in the plaza center that prohibits vehicles heavier than a skid-steer; dumpster placement must occur in Lot #8 with access via a fire truck-rated concrete promenade; and protective measures are required for existing hardscape. Towson University will conduct all required inspections and does not anticipate additional testing. The contractor must assume the sub-base is suitable and stable for bidding purposes.

The contractor must submit a lump sum price for all work and furnish a minimum two-year labor and material warranty upon completion. Performance and payment bonds equal to at least 100 percent of the contract price are required for contracts exceeding $100,000. Commercial General Liability Insurance of $2 million per occurrence, Workers' Compensation Insurance, and builder's risk insurance for the full contract amount are mandatory. Payments will be made on a progress basis no later than 30 days after receipt of proper invoices. Written questions were due February 17, 2026 at 2:00 PM. The pre-bid conference and site visit occurred February 10, 2026.
