About this file

This is a Questions and Responses document issued by Towson University's Procurement Office on February 20, 2026, addressing inquiries related to Solicitation No. TU-2617 for the SECU Plaza Paver Replacement project in Maryland. The project requires a qualified contractor to provide all labor, coordination, equipment, and materials for the demolition of existing bluestone pavers and installation of new concrete pavers at SECU Plaza in accordance with the provided Scope of Work and technical specifications. The pre-bid meeting was held prior to the issuance of this questions and responses document, with sign-in sheets and meeting minutes made available through the eMaryland Marketplace Advantage (eMMA) system.

The document addresses critical site conditions and contractor responsibilities, including dumpster placement within Lot #8 (contractor-provided), access routes from Lot #8 to the plaza via a fire truck-rated concrete promenade, and equipment specifications requiring skid steer accessibility with protective measures for existing hardscape. The existing 4-5 inch sub-base is to remain in place, with Towson University performing visual inspection prior to paver installation upon 48 hours' notice; contractors must assume suitable and stable sub-base conditions for bidding purposes. The solicitation mandates ICPI certification as a requirement for responsiveness and contract performance. Notable site constraints include an underground detention vault in the project area's center, prohibiting vehicles heavier than a skid-steer from operating in that zone. Towson University will conduct all required inspections and does not anticipate the need for additional testing, with any inspection costs borne by the university.
