About this opportunity

The Missouri Department of Transportation (MoDOT) is soliciting proposals through a Request for Proposal (RFP) for the exterior structural repair and interior architectural rehabilitation of a 5,000 square foot single-level office building located at 282 County Road 523 in Poplar Bluff, Missouri. The project scope includes installation of 50 steel underpinning piles with a minimum bearing capacity of 20,000 pounds each installed to bedrock, polyjacking and leveling of the entire floor slab using synchronized hydraulic jacking systems, and repair or replacement of interior architectural elements including drywall, ceiling tiles, windows, doors, and flooring. The building has experienced significant settlement issues attributed to subsurface wood byproducts from historical lumber manufacturing operations and inadequate drainage systems; the geotechnical investigation identified fill materials including lean clay, fat clay with gravel, and sawdust layers overlying native clay soils with bedrock depths ranging from 4.6 to 20.0 feet. Qualified contractors must have examined all contract documents, visited the project site, and be prepared to submit proposals as a lump sum firm fixed price with payment terms of Net 45 days; proposals are due July 29, 2025, at 2:00 p.m. Central Time, with anticipated award notification on August 15, 2025. A mandatory site visit is scheduled for June 26, 2025, between 10:30 a.m. and 12:30 p.m., with advance registration required by June 24, 2025. Evaluation criteria include Experience, Expertise and Reliability (15 points), Proposed Method of Performance (25 points), Schedule and Timeline (10 points), Proposed Fee (40 points), and Post-Lift Settlement Monitoring and Service Agreement (10 points). Contractors must comply with Missouri prevailing wage requirements as outlined in Annual Wage Order #31 for Butler County, with penalties of $500 per day per worker for non-compliance, and must provide proof of OSHA 10-hour construction safety training and maintain specified insurance coverage including General Liability and Workers' Compensation.

No set-aside restrictions are identified for disadvantaged enterprises, though Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation is encouraged with targets of 10 percent and 5 percent respectively. Contractors must comply with federal work authorization requirements, including E-Verify enrollment, and must meet Missouri requirements for registration with the Secretary of State and transient employer certification if applicable; additionally, contractors and all joint venture members must complete the Annual Worker Eligibility Verification Affidavit and Affidavit of Lawful Presence, with separate notarized documentation required for each owner and general partner. All proposals must include a 5 percent proposal bond, and the successful contractor must provide a contract bond equal to the full contract price. The contract period extends from the date of full execution through May 15, 2026, with no renewal options available, and the successful contractor must provide a post-lift settlement monitoring plan to be implemented every six months for a three-year period following project completion. No incumbent vendor or current contractor information is provided in the solicitation documents. While the solicitation does not specify a budget range or award value, contractors should note that the project involves complex geotechnical work, coordination with MoDOT's General Services-Facility Operations Supervisor, and compliance with Missouri's Anti-Discrimination Against Israel Act certification requirements for contracts with a total potential value of one hundred thousand dollars or more or for contractors with ten or more employees.
