About this opportunity
The South Dakota Department of Transportation (SDDOT) issued RFP 26RFP19813 on May 6, 2026, soliciting a vendor to furnish and operationally deploy a statewide Active Traffic Management System (ATMS) that will monitor, control, and coordinate intelligent transportation system assets across SDDOT's network of Interstate, US, and state highways. The ATMS must be delivered as a contractor-hosted, cloud-based service with 99.9% minimum availability and 24/7 support, with system deployment required to be operational by January 31, 2027, and performance extending through January 31, 2028, with optional extension through January 31, 2031. Qualified vendors must demonstrate substantial experience developing, deploying, and operationally supporting active traffic management systems, and must comply with extensive South Dakota Bureau of Information and Technology (BIT) requirements covering security, data privacy, artificial intelligence use, single sign-on integration, and web accessibility standards. Key deliverables include system design and architecture documentation, integration with 190 highway CCTV cameras, 133 environmental sensor stations, 93 dynamic message signs, variable speed limit systems, traffic detectors, remote power management systems, automatic vehicle location systems on 321 snowplows, and integration with external systems including SD511 traveler information, the Maintenance Decision Support System, and Computer-Aided Dispatch; the contractor must also provide comprehensive training, testing documentation, project management plans, security plans, and support plans throughout the contract period. Proposals must include detailed cost breakdowns for system design, build, testing, training, go-live, data migration, and operation and maintenance for two years, along with optional costs for extended warranty and support through 2031. The deadline for proposal submission is June 5, 2026, at 3:00 PM CDT; vendors may submit written inquiries concerning RFP requirements to dave.huft@state.sd.us with subject line "RFP Number 26RFP19813" by May 22, 2026, and all questions and answers will be distributed to interested parties by May 26, 2026.
The RFP documentation does not explicitly identify set-aside designations or restrictions limiting response to specific categories of organizations such as disadvantaged enterprises, small businesses, or women-owned businesses, indicating that the procurement may be open to all qualified vendors. No incumbent vendors or current contractors are identified in the available documentation. The ATMS must integrate with extensive existing SDDOT infrastructure including 190 CCTV cameras, 133 environmental sensor stations, 31 permanent and 62 portable dynamic message signs, variable speed limit systems, traffic detectors, gates and beacons, remote power management systems, and automatic vehicle location systems on the snowplow fleet, as well as external systems such as SD511, the Maintenance Decision Support System, and Computer-Aided Dispatch. The State will own all data generated by the system, and the contractor must provide data export capabilities in non-proprietary formats and maintain comprehensive data dictionaries. Award values or budget ranges are not disclosed in the available RFP documentation, though the scope and complexity of the statewide system integration, 24/7 support requirement, and multi-year operational period suggest a significant contract value.
