About this opportunity

Summit County Service Area No. 3 (SCSA#3) in Utah is soliciting sealed bids or electronic submissions through the Bonfire Procurement Portal for construction of the SCSA#3 Culinary Water 2026 Project, a federally-funded State Revolving Fund (SRF) initiative. The project requires experienced contractors to construct a 750,000-gallon cast-in-place concrete storage tank, install over 14,000 linear feet of culinary waterlines (6" to 10" diameter PVC and ductile iron pipe), develop approximately 2,500 linear feet of access roadway, construct a pressure reducing valve station with associated valve vault, and complete asphalt removal and replacement work. The contractor must achieve substantial completion of all work except revegetation by January 31, 2027, with final completion by July 1, 2027, and must demonstrate at least three years of experience with similar projects of comparable complexity and value. Bidders are required to submit lump-sum proposals with bid bond security of at least 5 percent of the total bid amount, and successful contractors must provide performance and payment bonds equal to 100 percent of the contract price. Liquidated damages are assessed at $1,000 per calendar day for schedule delays, and contractors must maintain a dedicated Project Superintendent throughout the project duration. All construction work must comply with Davis-Bacon prevailing wage requirements, American Iron and Steel provisions, Utah Division of Drinking Water standards, Utah Environmental Quality Division requirements, AWWA standards, APWA specifications, and the International Building Code, with concrete achieving minimum 28-day compressive strength of 4,500 psi. Bids are due no later than 3:00 PM on May 6, 2026, with a mandatory pre-bid conference scheduled for 10:00 AM on April 29, 2026, at the SCSA#3 office located at 629 E Parkway Drive, Suite 1, Park City, Utah 84098; contract documents, specifications, and plans are available online beginning April 22, 2026, on the SCSA#3 website and the Bonfire Portal, with contract awards anticipated by May 19, 2026, and notice to proceed expected by June 15, 2026.

The project documents do not identify specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or current contractors. However, as a federally-funded State Revolving Fund project, this procurement is subject to federal requirements including Davis-Bacon prevailing wage provisions and American Iron and Steel provisions, which may affect the pool of eligible contractors and material sources. The project specifications require compliance with current standards from multiple regulatory bodies including the Utah Division of Drinking Water, Utah Environmental Quality Division, AWWA, and APWA, and mandate quality assurance testing performed by an independent testing agency at the contractor's expense. No specific budget or award value range is disclosed in the available procurement documents, though the scope of work—including a substantial concrete tank structure, over 14,000 linear feet of waterline installation, access road development, and associated infrastructure—suggests a significant capital project cost. Contractors should note that the project location in Summit County, Utah, involves specific environmental and structural design requirements including Risk Category IV classification, seismic design category D, 115 mph wind speed design for exposure category B, 81 psf ground snow load, and allowable soil bearing pressure of 4,000 psf, all of which must be incorporated into their construction planning and cost estimates.
