About this opportunity
The State of Georgia Environmental Protection Division is soliciting sealed bids for scrap tire abatement services across three geographic regions (North, Southeast, and West Georgia) under eRFQ Solicitation 46200-DNR0000686, with bids due January 23, 2023. Attendance at three mandatory offerors' conferences is a prerequisite for bid eligibility: North Georgia on January 9 at Alto; Southeast Georgia on January 11 at McRae-Helena; and West Georgia on January 12 at Dallas, all at 9:00 a.m. Late arrival may result in disqualification.
Award will be made to the lowest responsive and responsible bidder. Suppliers must submit a single price-per-ton quote covering all costs associated with each project site, including site preparation, scrap tire removal and transportation, recycling at Georgia-approved and permitted processors, and site restoration and stabilization. Detailed scope specifications are in Attachment E of the solicitation. The evaluation process includes administrative review (timely submission, mandatory requirement compliance, cost completeness, experience qualifications, insurance, business registration verification, non-scrutinized company status, and eVerify compliance), followed by secondary evaluation phases including site visits.
The Notice of Intent to Award, posted February 1, 2023, identified C2G LTD CO as the apparent successful offeror with an estimated contract award amount of $72,712.00 designated as an open contract. Two unsuccessful offerors—Quality Tire Recycling Inc. and Heros Tires LLC—did not submit the low bid. C2G LTD CO was verified as not suspended or debarred on state and federal lists and met anti-boycott of Israel certification requirements prior to award. The issuing officer is Tequila Stevenson. Formal protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.
