Summary

This Notice of Intent to Award and Bid Tabulation document presents the evaluation results for Solicitation No. 46200-DNR0000686 issued by the State of Georgia Environmental Protection Division for scrap tire abatement services across North, Southeast, and West Georgia regions. The solicitation required suppliers to submit price-per-ton quotes that encompassed all costs associated with site cleanup, including site preparation, scrap tire removal and transportation, recycling through Georgia-approved processors, and site restoration and stabilization. The solicitation closing date was January 23, 2023, with the Notice of Intent to Award posted on February 1, 2023. Three mandatory offerors' conferences were required as part of the bidding process. The evaluation process included administrative review to verify timely submission, mandatory requirement compliance, cost submission completeness, experience qualifications, insurance requirements, and business registration verification, followed by secondary evaluation phases including site visits.

C2G LTD CO was identified as the apparent successful offeror with an estimated contract award amount of $72,712.00 designated as an open contract. Two unsuccessful offerors—Quality Tire Recycling Inc. and Heros Tires LLC—were not selected based on not submitting the low bid. All three responding suppliers passed administrative review requirements, including verification of non-scrutinized company status and eVerify compliance. Prior to award, C2G LTD CO was verified as not suspended or debarred on state and federal lists, passed the eVerify requirement, and met anti-boycott of Israel certification requirements. The issuing officer was Tequila Stevenson with contact information provided for inquiries and formal protests, which must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.

*Unless SPD grants a written exception, all state entities are required to conduct competitive sealed bidding through approved sourcing tools such as Team Georgia Marketplace™ and eSource/Jaggaer. These systems will not allow a supplier to submit a bid/proposal once the solicitation closing date/time has passed.

**By submitting a response via Team Georgia Marketplace™ or eSource/Jaggaer, suppliers automatically agree to the certificate of non-collusion and must also certify that they are not a scrutinized company. If conducting through another sourcing tool with SPD approval, the issuing officer may use form SPD-SP012 Certificate of Non-Collusion to obtain the certification and SPD-SP042 Supplier General Information Worksheet.

Cost Evaluation:

During the cost evaluation, the issuing officer will evaluate the cost proposals to identify the lowest priced supplier(s) using the identified cost evaluation methodology. Factors that may impact the cost evaluation are noted below:

• Georgia Enterprises for Products and Services (GEPS): for purposes of cost evaluation only, any bid submitted by GEPS will receive a price preference of 8%. Please see GPM Section 5.6.6.6. for additional information.

• Cost Negotiation: State entities may conduct one round of cost negotiations (Best and Final Offer) with responsive and responsible suppliers.

• Reciprocal Preference: only applicable if Georgia-resident suppliers bid but a non-Georgia-resident supplier is selected for contract award.
