About this opportunity
The City of Scranton Office of Public Works is seeking sealed bids for Scranton Debris Removal #9, a comprehensive project focused on removing debris from upstream and downstream areas of the Leach Creek Culvert in Lackawanna County, Pennsylvania. The procurement involves removing rock, stone, gravel, concrete debris, and selective tree and vegetative debris within a specified channel, with maximum removal dimensions of 690' x 8' x 3' for sand/soil/mud debris. Bidders must register on the City's e-Procurement Portal and submit all required documentation electronically, including a 10% Bid Bond, certificates of insurance, affirmative action certifications, and non-collusion affidavits. The bid opening is scheduled for 10:00 am on Thursday, May 16, 2024, with a non-mandatory pre-proposal meeting set for May 2, 2024, at 10:00 am at the Leach Creek Culvert site. All technical questions and clarification requests must be submitted via the e-Procurement Portal's Q&A function by 4:30 pm on Thursday, May 9, 2024. Evaluation criteria will focus on the most advantageous bid, which may not necessarily be the lowest cost proposal.
The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though it does require compliance with Pennsylvania's Human Relations Act and non-discrimination regulations. Contractors must demonstrate comprehensive insurance coverage, including $1,000,000 per person and $2,000,000 aggregate for bodily injury, $500,000 for property damage, worker's compensation insurance, and comprehensive automobile liability coverage. The project has environmental constraints, particularly related to northern long-eared bat habitat staging areas, which may impact contract timelines. The contract duration is set for 45 days after commencement, with substantial completion targeted by September 15, 2023. While a specific budget range is not disclosed, the bid requires detailed cost submissions including labor hours, expenses, and total project costs. Contractors must also comply with Pennsylvania prevailing wage standards and provide evidence of technical capability through references and detailed project approach documentation.
