About this file

This document is a project proposal from SKM for a Systems Integration project for the City of Gallup, specifically for Well SJ-1491, dated December 9, 2023. The proposal outlines a comprehensive systems integration effort involving the installation of a new Remote Telemetry Unit (RTU) panel in a new well building, which includes a Modicon M340 PLC, MDS TransNet radio for communications, and necessary antennas and panel components. The project involves panel design, PLC and HMI programming, radio configuration, and startup and commissioning, with SKM planning three 10-hour days on-site to complete the work.

The total project cost is $38,120, broken down into two primary tasks: $20,000 for equipment and $18,120 for labor and startup. The pricing is based on hourly rates for different professional levels - $195/hour for a Project Manager/Professional Engineer, $155/hour for a Senior Programmer, and $125/hour for a Draftsman. The proposal notes that invoicing will be based on a percentage of completion, and the cost includes travel expenses such as flights, rentals, hotels, and travel time for one individual. The project assumes the Electrical Contractor will handle panel installation, conduit, wiring, and instrumentation connections, while SKM will provide the systems integration and SCADA system integration.

RE: Well SJ-1491 Systems Integration Proposal Revision 1

CC:

SKM is pleased to provide this proposal to provide Systems Integration for the SJ-1491 Well project for the City of Gallup. The proposal is broken down into three parts:

1. Assumed Systems Integration Criteria

2. Project Tasks / Scope of Work

3. Cost Breakdown

1. Assumed Systems Integration Criteria

The following assumptions have been made for the Systems Integration Criteria in developing the tasks and cost breakdown for this project:

1. SKM will be providing an RTU panel to be in the new well building. This control panel will have

PLC equipment and Radio Equipment. It is assumed that a radio link is achievable to this site.

2. SKM will provide a 10dB Yagi antenna and a 100-foot antenna cable. The Electrical Contractor will be responsible for installing the antenna mast, antenna and cabling and any necessary conduit to the RTU panel. The current Junker 1 Well communicates through Junker 2, to Lewis

Well and then to Yah-ta-Hey booster and this link between Junker 1 and Junker 2 is poor. If the radio path is too poor, we will need to cost and come up with an alternative approach (either repeat through a nearby site such as Tohlakai Pump Station or use cellular).

3. The Electrical Contractor will install the RTU panel and all corresponding conduit, wire and instrumentation connections. All wiring terminations will be by the Electrical Contractor.

4. SKM will be providing the labor to add the Well to the overall SCADA System.

5. SKM will provide an analog display for the well discharge pressure to be mounted on the door of the panel. The pressure transmitter, flow meter, and door switch will be provided by others.

2. Project Tasks / Scope of Work

Task #1 – Equipment

1.1 Well SJ-1491 RTU Panel completely built and assembled which includes the following:

• 36”h x 24”w x 12”d NEMA 12 Enclosure and backpanel

• Modicon M340 PLC

• MDS TransNet radio for communications with Junker 2.

• All necessary antennas, coaxial and lightning arrestors.

• All other necessary panel components

Task #2 – Labor and Startup

2.1 Well SJ-1491 RTU Panel Design

2.2 PLC and HMI Programming for the SJ-1491 Well

2.3 Radio configuration

2.4 Startup and Commissioning

3. Cost Breakdown

This project will be performed on a fixed fee basis in accordance with the costs shown herein. Invoices will be based on a percentage of completion. I have planned on three days on site to complete the work. For this trip I have budgeted for three 10-hour days for one individual with flights, rentals, hotels, and travel time. These costs are shown as a line item for each task. The cost breakdown is associated with the tasks described above and with the following rates:

1. Project Manager / Professional Engineer - $195/Hour

2. Senior Programmer - $155/Hour

3. Draftsman - $125/Hour.
