About this opportunity
Donna Independent School District (ISD) in Cameron County, Texas, is issuing Request for Proposal (RFP) #011326-871 for a Science Supplies Catalog Bid designed to establish a multi-vendor awarded list for the 2026-2027 school year. The procurement seeks discount proposals off printed catalog prices for educational materials and science equipment, including classroom instruction supplies, educational materials, learning kits, classroom furniture, manipulatives, glassware, science experiment supplies, microscopes, lab equipment, and physics lab equipment. The District intends to award this bid to multiple vendors to provide employees flexibility in selecting vendors offering the best value for particular items, with purchases evaluated on selection, service, and price. Vendors must submit discount percentages off their current catalog, published price lists, or manufacturer pricing with all costs including shipping and handling charges on an F.O.B. Destination basis unless otherwise negotiated. The contract term is effective September 1, 2026, through August 31, 2027, with optional renewal periods of up to two additional one-year increments subject to school board approval and mutual agreement. Proposals must be submitted electronically via Bonfire or hand-delivered/mailed to the Donna ISD Purchasing Department at 116 N. 10th St., Donna, TX 78537, by Wednesday, April 8, 2026, at 10:00 a.m., with no late submissions accepted. Vendors must complete all required forms including the Conflict of Interest Questionnaire (CIQ), Certificate of Interested Parties (Form 1295), Deviations Form, Felony Conviction Notice Form, Debarment or Suspension Certification Form, Form W-9, and provide customer references and proof of minimum insurance coverage (Workers' Compensation, General Liability, and Automobile Liability).
The procurement documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor listings for this competitive solicitation. The District makes no guarantee regarding quantities to be purchased and reserves the right to reject any and all proposals or award to multiple vendors as deemed appropriate. Vendors must comply with all Texas State Purchasing Laws and federal and state regulations, maintain records for audit purposes, and agree that pricing will remain firm for the contract term with any changes requiring written District approval. No specific budget range or award value is disclosed in the procurement documents; however, the contract's multi-year structure with optional extensions and as-needed purchasing model suggests the potential for substantial cumulative spending across multiple vendors throughout the contract period. All vendor representatives must sign required certifications under penalty of perjury, and the District requires vendors to confirm that bids are valid for all store locations and that they agree to accept the terms outlined in the submittal.
Opportunity text
Donna ISD must adhere to State Purchasing Laws and competitively procure for purchases of goods and services. One method to seek bids and proposals for goods and services is for the district to issue a "discount from your catalog list" bid in order to establish an awarded vendor list from which the District employees can purchase from an as needed basis. It is the intent to award this bid to multiple vendors. This will give district employees the flexibility to contact the vendors who have the best value for particular items. Donna I.S.D. is requesting bids for discount proposals to be offered off your printed catalog price for the 2026-2027 school year for Science Supplies (Catalog Bid). Purchases will be made on selection, service and price. The term of this bid is effective September 1, 2026 through August 31, 2027 following school board approval; with the option to extend up to two (2) additional year periods if all parties are in agreement. Therefore, if you would like to do business with Donna ISD you must complete and return this bid. Discount prices will include all shipping and handling charges, F.O.B. Destination, unless otherwise noted or unless other terms have been negotiated. The District does not guarantee any quantities that will be purchased as a result of this Request for Proposal.
